Keep America Beautiful had lots of these stations several years ago, and I hope they still have some for you. They came from the tobacco settlement and they will eventually run out. We put up 40 of them around our historic downtown. About 32 of them have hosts who clean them, and about 8 are still cleaned by Sustainable Stillwater.
But if these are not available for free, try to get the city to purchase some or you raise money. Maybe you can guilt the mart to purchasing the station. They are about $40 for the wall mounted and $50 for the free standing. I think cities might have cheaper sources than my Amazon link.
When we started sweeping up butts none of the bars had their own smoking station. We put up ours and some bars became hosts for the stations near them. But I could not put up stations outside every bar (a city limit on which posts they would let me mount them) and several of them subsequently purchased their own free standing station. Every spring when I go back out I see a new privately owned smoking station.

1) Rubber cups for the actual pick-up surface.
2) Straight, metal shaft. Don't buy the ones that can bend in the middle: it breaks.
3) All aluminum + stainless steal construction, other than the plastic handle.

I just saw this grabber in an older post (I'm shopping around for a grabber and looking for recommendations on the sub). The OP said it picks up really tiny pieces, the product description says it picks up cigarette butts, and lots of reviews mention that it's good for that purpose. Maybe this will be good for your situation?

I use this one. My green tips are gone, replaced with duct tape, but it’s reliable and going strong after many many outings.
I don't think this specifically exists, but kids are pretty good at using over-sized tools if they want to emulate mom and dad.
In comparison to something like this for adults, you would just want something similar that is "lower quality". Something like this, without the joint. The main problem with the adult versions is that the trigger requires adult grip strength to use efficiently. Also, do not get grabber that have the folding joint in the middle. Kids will find this too interesting and break it, since the quality of these are pretty low. Don't bother getting things entirely made out of plastic, they will just eventually break and become garbage.
Something like this. Suction cups for pickup, solid aluminum frame, beefy stainless steel bands for activating grabbers, solid plastic handle. I've had mine for 5 years and it is in totally awesome condition. You can pick up a dime on a sidewalk no problem, and with a bit of practice you can pick up a cigarette butt without breaking stride.
Only downside is that the trigger takes a bit of force, so these ones aren't great for kids, and it can tire out your hand if you're not used to using it.

Heck yeah. I very quickly realized that I'm too old to be stooping to pick up trash. I did so when I first started. The grabber was a game changer. This is the one I use. Sturdy yet lightweight. Never get fatigued. I prefer the trigger handle and the rubber discs on the tips. Gotta great grip for large/heavy items, plus more surface area to pinch small things like cigarette butts. I know I sound like a commercial, but it's the best thing ever.

Mine is the Vive brand. Sturdy, yet lightweight, trigger handle (no hand fatigue), rubber pads for exceptional grabbing. A work horse. Only one broke and it was my own fault (wrestled with compressed trash and leaves in a sewer grate and the internal pulley mechanism snapped). 10/10.
Accept you will not get it all, and that is okay. I adopted a busy urban street and clean it weekly. My estimate is that I gather ~30 lbs a week over a mile stretch. Have you considered using a rigid 5-gallon bucket like a paint pail? They work really well for emptying into other garbage cans and don't create additional waste on their own.
There are also collapsible, or "pop up" garbage cans like this. They come in different qualities and grades. I recommend ones used for construction, since they will be a bit thicker. They are good for setting up larger cleanups because you can transport several of them to a cleanup location. I often line them with bags for recyclables sorting, but you could use them for certain types of dry garbage as a reusable bag. They come in different sizes, and you can get ones that are 5-gallon bucket sized.

Grabber, latex gloves, and regular 13 gal. kitchen trash bags. When I'm cleaning residential streets in Allentown, I use their Big Belly Bins, which are solar powered compactors. I dump trash out of my bag into those so that I can re-use them until they fall apart or get too gross.
The grabber is an absolute necessity for me. I started picking without one in the beginning and my back promptly said "No." A grabber also means you don't have to touch anything, gloves or not.
Great! When I started doing this, I used to just take a small grocery bag with me on my walks and pick up by stooping. Wasn't great for my back, as I'm no spring chicken anymore. The picker was a necessary investment. If you don't already have a brand/model in mind, I highly recommend Vive. Lightweight but sturdy. A work horse. I particular like the rubber suction cup tips. Yep. I'm reminded of a book I read many years ago that has always stuck with me: The Gift of Fear by Gavin DeBecker. We have "gut feelings" for a reason and we should listen when we sense a "bad vibe." Worst that could happen is that I was wrong.
I strongly encourage using a picker for two big reasons: 1. It'll save your back. I tried picking without one for a month or so and realized no bueno. 2. It'll keep you from touching anything gross, wet, or sharp. Also, helps you pull stuff out of tight places where a hand can't fit.
This is the one I use (Vive brand). It's an absolute beast, a real work horse. I broke only one of them in a year and a half and it was my fault. I was wrestling with compressed leaves/trash in a storm grate and the pulley mechanism snapped. Highly recommend this type also because it has rubber tips (not pinchers). These rubber pads provide greater surface area to grab objects, and they can easily pick up tiny things like cigarette butts, multiples at a time. I suck using the ones that look like giant tweezers, but I know many people like them.

I plot the route on the PC before I leave the house on a very nifty app called Footpath. It generates turn--by-turn instructions to me via text-to-speech--feeding it into my earpods while I'm listening to my podcasts. It also tracks my actual route walked--they're not always exactly the same.
I also have a Garmin watch that tracks my heart rate, elevation, etc, and plots my actual-route-walked as well.
The map you're seeing is hand-drawn in mymaps--as the neither of the other two apps will aggregate them together on the 'same page' the way you're seeing them.

I think this is the stuff we used.
We used a graffiti remover 'gloop' (that's the consistency of it anyway) and we also used chemical wipes, which are dry so they're kind of deceiving but they're quite impressive.
I now own the same one. I broke my first one (different, pistol grip style) and ended up with this one afterwards, it has been great.
Trash picker & a 5 gallon bucket is usually my "go to" setup.
This is one example, but there are plenty of pickers that do the trick.
It's easy to fill up the bucket and then dump the bucket into a bigger bag (trash bag, contractor bag, etc) which as a bonus, makes it easier to sort out what could possibly be recycled.
Remember, the fact that you will go there and pick up any litter is already a fantastic thing. Just add to it with amount of everything as it happens! (Supplies, helpers, how much trash you end up picking up.)

Check with your local council because a lot of them supply pickers. I was given the grabbers, same company again can’t fault this product. The bags are also from the local council they’re ok. I an sweep up items on dirt if the dirt is not too dry and fluffy. You sort of sweep with the bristles slightly raised off the ground, or touching the ground lightly. I go out with my wife and she has a standard picker and as a team we are very effective. I get the broken glass and groups of butts, she can pick butts from cracks in the sidewalk and the larger stuff.
This is the one I just bought from amazon not sure how long will last the handle already feels like it's getting difficult to squeeze after its first-day use. Ill probably invest in something more heavy-duty. Any suggestions?

Tongs are the way to go. This is an example the style that works best: Rubber suction cups pick up the best and the solid construction will last decades. It's what all the municipalities use. Avoid dollar store tongs, if at all possible. Lots of posts here about people breaking them very quickly. Using a 5-gallon paint bucket is great for collecting the garbage, since the mouth stays open and it has a study handle.
I cannot recommend the 36-inch Unger Professional Nifty Nabber Reacher Grabber Tool and Trash Picker enough. Durable, easy to hold, and has magnets in its tips to make picking up small metal pieces super easy. Easily worth the $20.

I tend to collect in tall kitchen trash bags. If I can prune the bag for new(ish) plastic bottles or cans, I deposit them in any recycle bins I find around town. Trying to be better at that. Sometimes I'll empty an entire bag into a trash barrel, then refill it as I go so that it's one less bag in the landfill. I know many people carry buckets instead.
I use latex gloves to protect my hands from splash or general grossness. I rarely actually touch any trash. I use this grabber. It's a work horse. I beat it up pretty bad and it hasn't been damaged at all. Lightweight and sturdy. Able to pull out heavy pieces of trash from bushes, etc. And only $19 US.
I always dress in long pants, knee-high socks, and thin long-sleeved T-shirt, even in summer, so I can protect my skin from nasty stuff in nature. If you're picking in the heat, either carry water with you or have it nearby (I keep some in my car and don't stray to far from it).
I'm looking into compostable bags because I hate the idea of putting plastic in plastic. But I would love them with drawstrings. These don't have them.

By having the trigger on the bottom, the weight of the grabber helps close the claws. The grabber claws can bend, but they're easy to bend back.

This is the best style of grabbers, IMO. Solid aluminum frame, stainless steel bands, ABS handle, and rubber cups for picking up. Cups are replaceable, but I've used mine at least weekly for 5 years without my first set wearing out. It feels like it will last a lifetime.

It's a workhorse, holds up much better than I thought it would for 20 bucks. Just yesterday, I retrieved a large object from a sticker bush with it. I never thought it would stay grasped, but it did! It can also pick up empty glass beer bottles with ease, also a surprise. The only thing it has trouble with is picking up very thin pieces of metal b/c I can't get the rubber tips to grasp, but I expect this is a problem with any grabber. I'm very satisfied.

The main points.
It's a trigger type handle. There are other types where you squeeze the handle and they are terrible (here it is - don't buy this)
The claw that actually grabs is very exacting, it's rubber and provides great traction - will pick up a dime if need be. And it can be rotated if you want.

I prefer the heavy duty tong style grabbers, mine has a curved top. These have very good grip and I can lift up heavier objects. By the way anything buried or covered I find giving it a kick will dislodge it enough, I do wear steel toe cap shoes however. Kicking is also a great way to release any pent up feelings for people who dropped their rubbish in the first place.

I always like to recommend my Trash Tweezers or they are called Trash Tongs.
Mine have to be at least 4 years old and work just as good as when I first got them.
I use one of these.
I like it because there are less moving parts. I've been picking up trash with it for about a year without many issues. The grips do slide around a bit, so it's probably a good idea to cover them in electrical tape.
I used that grabber from HF until it started not closing completely (after a few months) - I upgraded to this one From Amazon and have been pretty happy with it.

I strongly recommend getting decent grabbers. The best ones have rubber cups on the end, and are mainly made of metal, except for the handle. Something like this. A lot of "grabbers" are for interior use, and not really up for the task of pulling a plastic bag out of a blackberry thicket.
I know this is a little late, but Amazon sells these Eco friendly 100% compostable trash bags, UNNI. I haven't tried them myself yet, but would recommend trying them out and letting us know.
Some observations from the two hours of DeTrashing the wetlands:
A friend's recommendation of using netted bags so that watter-logged trash can drain through the holes was pure genius. I ordered these durable laundry bags on Amazon to use for the litter. The design also really reduces the awkwardness of wind blowing the bag around since the wind just passes through.
More than 90% of the trash was plastic bags, plastic snack wrappers, and a few plastic bottles/caps. The rest was paper and one ball of aluminum foil. Of course I also took some pictures of the natural things which are included in the link.
I hope I can schedule this to be a regular volunteer event to get others out. I've seen some other volunteers over the past couple months doing their part to detrash the park.

It’s not a lot, but it’s something.
Something like this would work. It would take a long time to individually pick them all up, but they are great for larger things like plastic wrappers and straws that are visible from the top.

I really do like them. Very practical, the ends dont have rubber pads and I was even able to pick up bits of glass with them cause they can dig into the dirt a little.
The price is completely unrealistic for any company to use, though. So until we make the production more efficient, don't count on these becoming big.
I go around with a grabber and this pop-up trash can. It accepts standard kitchen trash bags and weighs very little, so it's easy to carry around with you. Even being so light, it's strong enough to hold a full kitchen bag worth of trash and folds totally flat - it's also easy to hose off and air dry.

I like the Coghlan's Pop-Up Trash Can - Mini, it holds regular-sized kitchen trash bags and folds flat with a good zipper to keep it closed. You can also hose it down really easily.
I'd very much recommend the litter picker on the right of this photo, if you can find it in the US. Much stronger than the one on the left, grabby mechanism uses wire instead of nylon string, and works a treat on everything from little bits of wrapper to big glass bottles.
