I think a mantle shelf would look great! It would definitely help fill out the vertical space, and the wood would give some needed warmth to that corner. A mantle would also give you a place to put smaller things like a clock or pictures, so you wouldn't need to rely as much on one or two very large decorative items.

I guess it depends on your style! I would call this bed frame style glam, so you could do something velvety or white/gold or even navy blue. I don’t think bed-in-a-bag is as popular these days but you can still find them (Target, Bed Bath & Beyond) if you’re on budget. This is the toolkit I used.
The red squeegee tool really helped with getting the wallpaper onto the doors. The roller helped remove any bubbles. And the exact-o knife helped with precise cuts at edges and corners for the perfect fit. I’ve seen YouTube videos where people just used a hairdryer and a pair of scissors, but I think these tools made the process a bit faster.

You could hang the big picture frame from your dresser and then tidy up that top by adding a few things from your white desktop table as that looks like there’s very minimal space there. Then you can add some acrylic shelf dividers on top of your dresser to organize your collection or items.

Warm lights tend to feel more cozy and (in my opinion) look better than cool lights. You can get warm white led string lights; I currently have some of those on my house and I love them!

I've never used led strips either, so I'm afraid I can't offer advice on those.
I can say that string lights are super forgiving and easy to hang up. Just use a couple command hooks or some tape to hang it, and it's easy to switch it up if you want to change how they look.
A good starting point for hanging string lights is to try and frame a space. For example, if you have a painting, couch, or TV on a wall, put a command hook near each corner so the lights can hang on each side and across the top. Don't be afraid to let it hang a little loose! And don't be afraid to experiment. You can always change it up if you want to try something different.
Maybe put it in some type of decorative tray or basket? Probably need the basket to be a very loose weave with holes so that remotes/controllers will still work. You could put it in something like this and possibly add a mini vase with a flower next to it:
Those may not be exactly your style but you could probably find something similar that works with your existing decor :)
If that's not cheap enough, go to a thrift store or a Goodwill outlet (if your town has one) -- but if buying second hand i strongly suggest putting those in a dryer on highest setting for a good long time in case of bed bugs.

I once completely changed a plain white MDF cabinet/pantry that looked very similar to this one using contact paper. It's definitely a project but it can transform many things, I've seen people who have used it to change appliances to stainless steel and countertops too. There are many, many finishes and looks you could go for, just an example of a black wood grain.

OP, I've heard of people buying clearance pillows in the size they need then just using the inserts. Might be hard to beat the Walmart price of $5 each, though, and unless they're higher quality pillows with zippers in the covers you'll probably have to rip open the seams to get the insert out.
If you have access to a sewing machine, you could buy a regular size bed pillow and cut it down to 18x18 then sew it closed. This will let you adjust the amount of stuffing, too. Walmart used to have bed pillows for $2 or $3 and this was the most cost-effective way I found to get big inserts. You could actually buy three pillows and make a fourth from the leftovers and a pillowcase.
Some decorators say to use an insert one size larger than your pillow cover (a 20x20 insert for an 18x18 cover, for example) so that might also be something to keep in mind.

Personally I'd start with a long shelf along the wall there behind the table. What's nice about these is you can start out slow by putting out knick-knacks from around your house you already have. And you can even stand up framed pictures on it, leaning against the wall. That was you get to try out and see what art starts to feel good without hammering holes into the wall and committing.
