It'd be helpful to run the game with something like a Locale Emulator (https://xupefei.github.io/Locale-Emulator/). This will allow your computer to display the Japanese characters in the error message so someone can assist you further. It also circumvents needing you to change your entire system to Japanese.
I'd recommend installing this and running Dragon Quest X through it. When it errors again, post a screenshot of the entire error.
I had the same issues, when trying to play the game on my switch. If you have any window computers then you can share a VPN hotspot using the VPN service. But assuming you don’t.
I bought a wireless VPN router, called Pyramid WIFI. It’s a bit hard to setup, it costs £7 a month, and the router doesn’t seem that sturdy. But it does it’s job. After setting it up all you have to do is plug it in, whenever you want to play DQX.
But It doesn’t use NordVPN or ExpressVPN, it has its own VPN servers. Using pyramid WiFi could be another option if you can’t find a router supporting those VPN services, some of the routers can be expensive. If not you could check out mobile hotspots USB (I haven’t tried this out) but maybe they will work if they support VPNs. I hope this helps, good luck with your search!

If you have a windows computer, then you can use a VPN, and set up a mobile hotspot using the VPN. I used NordVPN. Setting up a mobile hotspot using a VPN can be a bit difficult sometimes and the range of the mobile hotspot, depending on the computer, is usually not very far. You have to play in the room of your PC.
As for setting up a VPN on a router I can’t help you with that since I haven’t done it myself.
Another option which is what I am currently using is a portable VPN router. The one I use is pyramidWiFi. It’s made out of plastic, not sure how durable it is(I have had mine for 4 months now) and it can be quite difficult to set up, but once set up, you can plug it in wherever you want as long as you are connected to the WiFi it recognises. It also has its own VPN network so you don’t need other VPN services. But you do have to pay £7 a month for it.
