Even if the error is related to something else, the real problem is that the application cannot listen on the default port. For Windows Enterprise users the most plausible reason is because they have enabled Hyper-V , which blocks applications from listening on many socket ports. Yes, it works without internet. All functionalities could be used in a local network without using Internet and via Internet using a direct connection.
Can you download the Linux version, install it and run it, following the instructions that you can find in the download page, and see if it works? It's not important to copy the EasyJoin.exe file on ~/EasyJoin/ if you already using this folder, any other folder in ~ could do the job.

Make sure that you have the latest version of the app on all devices.

The transfer speed could depend from various things. In order to get some useful information you have to run a benchmark indicating: the sender device type, the receiving device type, the access point, WiFi strength signal, the file size, the time need to complete a transfer.
In case you didn't know, both "Pro" and "Go TV" versions work on Android TV, offering the same functionality, and you can use them to send apks to Android TV.
And if you want to open a side loaded apk on Android TV you can use "SideApps - App launcher for TV".
