Rather than disabling CEC on my TV, which I like, I just restored my TV from factory settings and everything seems to be working again. I would suggest getting a CEC blocker from Amazon for less than $20 and using it on the Portal alone. That should (hopefully) stop it from borking your TV again.

Okay, I did get it to work and all you need is a laptop with a wired connection.
1. Install ProtonVPN, set-up an account etc.
2. Install MyPublicWifi
3. Start ProtonVPN and have it connect to a server in the US (free)
4. Open MyPublicWifi
5. Enter a network name and key, select the ProtonVPN-connection in the dropdown (but it doesn't really matter)
6. Click on 'start hotspot' - this may take a few minutes
7. When it's running, go to Settings (windows start menu) > Network and Internet. Click on 'Change adapter settings' in the middle of the screen
8. Now you get a screen with a few network icons, right click on the ProtonVPN Wireguard one and select 'properties'
9. Go to the tab Sharing and select 'share this internet connection'. In the dropdown list 'connect to home network' you have to select the virtual network that MyPublicWifi has created - it is usually 'Lan Connection 2'
10. Confirm with OK
11. Now MyPublicWifi will say there is something wrong, just ignore
12. Go to your Portal and connect it to the new wifi network you created, open the app store and install Teams
13. When done, click 'stop hotspot' in MyPublicWifi
14. Repeat steps 7-9 but now deselect 'share this internet connection'
15. Stop ProtonVPN
16. Uninstall both tools if you like

No need to create any "/messenger/johnsmith" folders -- nginx should just listen for that as a URL request and map it to the action according to your config file.

Otherwise, you could just grab the default nginx.conf file at "/usr/local/openresty/nginx/conf/nginx.conf" and use that as the base for your own file. The only change you should have to make is adding the "location /messenger/johnsmith" sections inside the "server" block that is listening on port 80.
The original Portal used a 45w, 19v 2.37A adaptor with a 3mm /1mm plug - - not sure if that is used in later models.
This power adapter is common and inexpensive (a few Chromebooks use them) but finding one that has the right angle needed is harder.

I am using an "XSPUS" USB capture card. I'm located in Paris; the one I just linked is available on French Amazon. I wasn't able to find the exact one on US Amazon, but I am sure that the equivalent exists there. I haven't tried any other higher-quality capture devices, so I can't provide you with a useful comparison. The resolution and frame rate fine enough for me: 3840 x 2160 @ 30 Hz in; 1920 x 1080 @ 30 Hz out.
That's awesome that you can use the USB-C video out on the Portal 10". I use the USB-C port on the Portal TV for ethernet, but now I'm going to get around to trying to see if it will do video out as well. Thanks for the app tips. How is the 10" Portal's camera?
