Then you need the basics. Hooks and sinkers. Don't worry about bobbers or swivels, yet... Try to find a multi pack that has multiple sizes.
Then we can get into some specifics like lures and soft plastics. Buy a pack of gary yamamoto senkos to start, get some EWG offset hooks to pair with the senkos in a Texas right setup, you can always use regular hooks for other rigs such as Ned etc...
Next grab 1 or 2 deep diving crank baits. I recommend Norman lures brand.
You will need a spinner bait of some sort so I'd buy a bladed spinner bait and a pack of rooster tails.
Finally you will need a topwater. If in the south grab a frog, north look at a Whopper plopper.
Of course you will need line also so for beginners grab 8-10lb mono. I like Berkeley trilene.
Good luck, this is what I would start with if I were starting over. Everyone has their own opinions however.

A kayak is going to be better than most inflatables, and you don’t have to worry about it popping. Foam pads that go under a kayak will protect your car and allow you to transport it.

The only problem I have with it, is that it's a one piece rod, you sacrifice in portability but make up for it in strength and sensitivity.

Rod holders are these cheap ones from amazon. I had to cut a top portion off of one to fit a casting rod. I have looped velcro with a clip to secure each rod to the bag. I could hold the bag upside down and they would not slip out. If I need to walk under trees it is easy to take my arm out of one strap and sling the backpack to my side so the rods are horizontal.

I find that it is hard to cast light lures with a short rod. My suggestion if you are just starting out is to return that rod and get something a little better. Try this rod from castaway. It's on sale for $50-and is a much better rod.

It’s kinda hard to narrow down what specifically to recommend without knowing where and what your boyfriend is fishing for. That said, with that budget there are definitely a few “can’t go wrong” choices available that will cover a wide array of inshore saltwater fishing.
For the reel a 3000 or 4000 size Daiwa BG is going to be hard to beat with this budget.

That’s a fairly popular combo that I’ve seen used everywhere from the east coast for Striper and Bluefish, to the flats in Florida for Redfish and Snook all the way out to the west coast for bay fishing.

The 80 pounds or less are somewhat "cheap" compare to the 100 pounds and up. Some will say that 80 is not enough and some will say that they always fish with 40 and they never had a cut off.

This is a well rounded spinning combo suitable for all you have described. I have had mine for over 4 years... have caught everything from hybrid striped bass and 20+ pound blue catfish in freshwater to redfish, trout and flounder inshore to King Mackerel, Spanish Mackerel, Red Snapper and "schoolie" dolphin (Mahi Mahi / Dorado) offshore. Plenty of line capacity... 20-30lb braid should do you nicely. Saltwater durable (with faithful freshwater rinsing afterwards). The Daiwa BG series reels are the best bang for the buck I have found yet.
Best bang for your budget is a Daiwa BG. 3000 or 4500 size should do you quite well. I do freshwater, inshore and offshore and have caught a wide variety of fish on the 4500 and 5000 sizes that I've owned for around 4 yrs now. Excellent reels.

It's held up well! I have caught some nice largemouth bass on it and haven't had any issues. There are definitely higher quality multi piece rods out there but for the price I'm really happy with it. That’s fair. I totally get being budget minded. For me it’s just that I like nice stuff and that I’m a gear enthusiast. I’m just really interested trying out good and unique gear. I don’t need all the reels I buy, I’d get buy using cheaper gear for sure, using the nicer gear just makes fishing more fun to me.
About the Fuego CT: It can be found on Amazon for around $80. For now though, I’d say get a Daiwa Tatula CT for $90 on Tackle Warehouse. A Fuego is really nice for the price, but that Tatula is nicer.

I fish California coast. I love the Okuma guide select swimbait rod. Can get for under $150. Aslo, ugly stick tiger rod is pretty good. Can usually find those under $80. I have used both off shore, +300ft deep, using 1lb weights with no issue.

Well, I use a couple different setups, but the big boy if I’m taking it all with me is just a cheap $29 Piscifun. Very good heavy construction on all the seams etc. I bought it after 8yrs on my last one from them and it held up perfectly, I just wanted a waist strap.
I carry up to 4 additional poles with it as well as 3-4 Plano trays depending on orientation. Fully loaded with 4 poles is around 10lbs.

I use my medium Heavy with my Stradic ci4+. It's my rig setup that I use for Texas, ned, or wacky rigs with worms or creatures.

ive got two different Fiblink 4 pc travel rods that might fit your bill well.
They're only about 30 bucks and made of 24 ton carbon fiber so its fairly light. I'd prefer 4 pc over telescopic personally. I've caught quite a few fish on my Medium 7 foot spinning rod and just purchased the Medium Heavy Casting. Breaks down into 28-30 inch pieces I believe. Perfect for flying i took it with me on the plane easily
The Costas glass frames are heavier. Those will be labeled with a G in the end. Like 580g. Glass lenses are noticeably heavier but to me they do look much better. They also cost more though.
Nothing wrong with the plastic lenses. They are cheaper and still look great. More durable on a fall and won’t shatter.
Costas tend to fit bigger heads better than any other glasses I’ve tried so that’s a plus.
If you do get the Splitshot I recommend getting silicone ear sleeves as well. They make a big difference for us wide heads.

I still have them for lures and jigheads, but I got fed up searching for plano style boxes to store trout magnets and other plastics in. Everything I could find is either unnecessarily tall or unnecessarily spaced out (for the size baits I wanted to store).
What I ended up doing is getting a 300 pack of 2-3 inch ziplock bags and a bunch of pencil bags (of all things...). Not only is this cheaper, but it works great, and you can just toss them into the tackle bag.
After 'outgrowing' my starter Plano tackle box, I just recently picked up this Picsifun backpack. Haven't yet taken it out, but was very happy with the capacity/organization as I moved my stuff into it over the weekend!

If your like me and fish alot off bridges and banks and always leaning your rod against something. You know the butt of the rod gets pretty chewed up. I found this online for less then 20 bucks and if you snip off about 2 inches. Put it on the handle butt and leave a little hanging off. Melt that bad boy and it becomes a diy butt protector that doesn’t affect grip or get in the way. I was able to do over 20 separate rods with the piece i got and still have more left over. Just wanted to share this since i thought it would help!

@SBOChris is right just get a new reel. I recommend the Pflueger President or president xt. One is 60$ the other is 80$ but they both work like a 250$ reel I have 2 of each they are better then many more expensive reels I have.

I’ve bought several kinds of telescopic rods and these are by far the most solid, cheapest and comfortable ones I’ve used. I keep them in my golf bag, take in luggage when flying, etc.
The only mod I’d suggest is using side cutters to cut out that sharp aluminum piece above the reel seat part where your hands go than wrap some Velcro around it and tape.
I’ve broke tips on several other brands but these hold up. I prefer the 2.1 that’s around 6’ myself but have the 7’ style as well. I’m about to purchase another one on Amazon. I like a tiny 20 style reel like a crappie reel. Than use 8-10 lb. Braided line. Mainly throw buzzbaits, spinners, rooster tails, spoons, frogs, etc. I’ve caught some big bass and catfish on these rods.

I have a Simms Feestone like this one. I'm left handed and not all packs work well with me. It's ok. Nothing special. Got it on clearance from Sierra
I also have a fishpond that I really like. It's well designed and fits me well. I think the packs from fishpond are well worth the money and I've had mine for around 10 years.
I was at orvis the other day and really liked their packs. Their guide packs are nice. I'll probably pick up a chest/hip pack at some point

Check out Berkley Lightning rods or Okuma Celilo rods. They are good budget rods.
I like a 6'6" to 7'0" ultra light or light for pond and creek pan fishing. If you have trees or brush or don't need to cast as far you can go shorter.
As far as reels go... I'm a fan of the Shimano Sienna spinning reels on a budget. The Pfluger President and Daiwa Revros are great reels too for just a little more.
I don't use contacts anymore, but I'd keep a bar of Steel Soap onboard along with a pack of disposable soap sheets. Use the steel soap first and then the soap sheets if that isn't good enough to get everything off.
Arlines charge crazy money for Shipping anything of this size they refer to it as linear inches. If you still have the cardboard tube that the rod was shipped in I would put the rod in the cardboard and the cardboard inside the travel rod case

I've had this bait knife for about 5 years. It stays sharp and no corrosion. I just rinse it in the ice chest occasionally and every one in a while spray it with corrosion x
