GW no longer has account restoration tools, so when these guys get their paws on your accounts, they are likely to wreck them. Chances are that your email and password may have been known to hackers for a long time due to compromised sites. https://haveibeenpwned.com can help you check if your email is known. If it IS, the CS team can help you if you wish to change your account email to a new, not before used one. Just remember we do need to verify your account ownership status, meaning your entered postal address, your serial codes and so forth.
We moved to AWS. The AWS servers are awesome - they are the latest generation. In addition, we spun up more than we should really need, based on CPU. In spite of all that, two things have happened: 1) a bug in the game since launch seems to show up more often than it did, which causes some lag. Extra servers help but does not fix that. 2) anytime we move datacenters internet routing gets messed up and it is substantially out of our control. When we moved Guild Wars from Los Angeles to Dallas, our own routes from the studio still went down to LA and then to Dallas! It’s like the internet has some kind of memory and is slow to adapt. The best thing you can do is try a free VPN (like ProXPN) and see if it improves your connectivity and ping. Using a VPN seems to get around the bad routing effect (which also gets better over time). The internet is a complicated beast; I heard recently that about 1,000 routing changes a minute occur around the world. Oh my.
Currently playing GW on Linux using wine (there is also a program called lutris than basically installs the game for you with correct configuration - GW page). I am actually getting better performance than on windows because there is barely anything else running in the background.
You will be able to download lutris and use that to install all your non-steam games through that.

This is the first thing that should be checked. I would recommend downloading a tool like BlueScreenView to read the minidump. It will often tell you the exact driver that caused the crash.

The best thing I can recommend for You, is the same thing I am doing right now.
It is really really simple, trust me.
Try to get a VPN client. Pretty much any of them will do... On the other hand I recommend You, to check their privacy policies and the way they handle or protect your valuable data. I considered NordicVPN and TunnelBear, but I got the Beary one, because I liked their cartoony look better.
If You don't want to spend money, most of these VPN clients has monthly free data, like ~500MB built in, so if You turn it on for GW1 only, it will last You for a long time.
After You got a VPN, connect to a USA IP adress, then in-game select an american district to play on.Thanks, to the recent updates, your ping should be averaged around 140ms. Which is still decent enough to play the game and react in time for most of the things (unless You are playing interrupt ranger in PvP, that is not gonna work xD).
I am playing the game this way and it saves me from the pain of loosing my progress constantly.

So this concerned me, as I know we are very, very tough on handing out GW1 accounts. In fact, we are so strict, that I am frequently being roasted for asking the impossible when we ask for ownership verification.
I ran any check I could think of and could not find that any team members changed this user's email or password from our side. (The only ticket I could find about this account, OP, was yours, #7263842.)
Email and password combinations are very often the same, used over and over by users, thinking: Well, my password is too complex to hack, I am safe.
The problem is, that a safe password will not protect you, if a hacker knows your password already. Pages such as https://haveibeenpwned.com/ can be an indicator on how safe or insecure an email you may be using really is. If your email is already known to baddies, then chances are that your password and likely password combinations are out there, too.

The first issue you have is that pretty much all the decent prophecies elites are near the end of the game. You may consider unlocking an elite skill with 3k balthazar faction and buying an elite tome to unlock. See here:

Second problem is that Warriors and Monks are very hard to play with henchmen. Both lack a lot of damage in general, and henchment don't do a very good job making up for that.
Typically folks find an elite skill they like, and make a build around that idea. Some suggestions I'd look at:
Warrior: Hundred Blades (damages adjacent enemies on attack)
Ranger: Barrage (hit up to 7 enemies at once)
Monk: Just not really any good damaging monk elites; hard to H/H
Necromancer: Aura of the Lich (awesome MM elite; minions protect party)
Mesmer: Panic AoE AoE interrupt will help protect your party
Elementalist: Ether Renewal is common nowadays for spamming high cost spells
As you can see most of these are very far in, so it might be easier to unlock -> use elite tome to learn.
One last thing: I know this doesn't directly answer your question, but I would highly recommend at least buying Eye of the North. It's $6 at Newegg:
Campaign isn't too awful long, but really bridges the gap between GW1 and GW2. Bunch of dungeons added. Access to heroes very close to Lion's Arch. Tons of normal and "pve only" skills added. Access to the Hall of Monuments to carry your achievements forward. I'm just saying $6 is pretty cheap entertainment if you enjoy GW at all.
I've also seen the "trilogy" which would add Factions and Nightfall to your account for $20-30.
Lutris's core functionality boils down to the same thing as my script -- install other versions of wine in parallel and set the appropriate environment variables on a per game basis. If one were motivated to do so, one could convert this to a Lutris install script. I'm not, since I'd rather have a clear view of what's going on, and Lutris is just a ton of overhead for a single game if you're not trying to make it your all-in-one game-management library.
However, I must say that I was not aware of the PBA patch set, and I see that Lutris has a PBA-patched build of 3.11. (FYI: directory listing of their wine builds) I'm certainly going to give that a test run when I get a chance.

Sounds like it's probably your ISP. Learn to MTR, then at least you'll know to whom you ought to be complaining, and have data to back up your complaints.
If, as I expect, the problem turns out to be your ISP, and, as I expect, they turn out not to give a damn, your long-term solution is to support politicians who support municipal broadband. That seems to be the only way for US residents to get an ISP that doesn't suck.

Try plugging in a network cable and see if the problem goes away. It's likely that you've just got a poor wifi connection to start with, or possibly signal interference with your neighbors.
In the case of signal interference, you'll need some software to snoop the channel and relative strength of all nearby networks (including ones that aren't broadcasting their SSID), then set your router to whatever channel is the emptiest. If you live in a dense apartment building, it may be necessary to hold a meeting to distribute the channels intelligently.
If you're still getting problems with a network cable, then it's time to break out MTR and try to diagnose the problem. Unfortunately, the likely diagnosis is that your ISP sucks.
(The fact that you can watch video doesn't mean much. Video is all one-way, and buffered. If your connection dropped for a second, you wouldn't notice because of the buffer. If all of your outbound packets got dropped for an hour straight, you wouldn't notice either, since upload doesn't matter for video. By contrast, GW is low bandwidth, but it requires decent, consistent latency in both directions.)
