If you’re not seeing a ping reply the host is either down or is blocked along the route.
Use an external service to ping it to see if it’s your connection being blocked or not.

If your connection is blocked you need to get on a line that is not blocked through your computer (full tunnel VPN) to perform scans, or, use a VPS with nmap installed.

Dude, you're already in way over your head.
Whois shows that it's a VPN provider, NordVPN specifically. They don't keep logs, and are based outside of any of the five eyes.
Accept the loss and move on.
