Unfortunately there's no way to just grab the image file directly, because Shueisha has used a ton of javascript wrappers to render the images. However there is a truly lossless way of doing this.
I only have Chrome on a laptop right now so dunno how to do this in Firefox or anything else. But:
Open the Chrome dev tools on the Manga PLUS plage (usually ctrl-shift-J or ctrl-shift-I. You can also open it in the Chrome menu under More Tools->developer tools)
Go to the Sources tab on the debugger.
Expand the (no domain) item on the Page minitab
Click through the blob filenames until you find the page you want.
Right click on the image in the Preview window and select "Copy image as Data URI". You now have a string that contains the raw image data, we're really close to having the image in a file you can edit.
Go to a website like this that lets you paste the raw data URI into a field that will then convert it into an image. Unfortunately, for the site I linked, you can't just click on "Save" after doing that. You have to right click the previewed image and save it yourself or copy the image and upload it to imgur or something.
The only problem with this is I don't know if we're actually getting the full resolution files from Shueisha.
Or you can just use a tool like XShare to grab the piece of the image you want and not worry about the rest of this. But if you want the full page, my process preserves the quality of the page.

Q2 If the question is asking you to split 10.0.0.0/16 into 10 useable subnets then the textbook answer would be to create 16 /20 subnets, this is because the next higher divisible subnet mask /19 would give you only 8 subnets (which would not meet the requirements of the question). (Of course in the real world you might split this even further and not have any subnets as large as /20). People tend to utilise /22 or smaller subnets for client devices to limit any client broadcast traffic issues.

When working with larger subnets its always worth noting that addresses that in /24 subnets would be network addresses are perfectly valid host addresses, ie if you have subnet 10.0.0.0/23 is 10.0.1.0 a valid host address? (This is sometimes used as "tricky" interview question btw). When you get used to working with /24's a lot you might immediately think no its a network address, but as part of the above /23 its a perfectly valid host address.

There’s a few things to keep in mind and other things you can do to maximise performance on your box.
1: disable THP if it’s enabled. You want to do this at boot time, like so: https://www.thegeekdiary.com/centos-rhel-7-how-to-disable-transparent-huge-pages-thp/
2: try to reserve your cores if at all possible.
3: hyperthreaded cores are almost useless for splunk (about 10% bonus), so if you’re using intel CPUs you could be running on as little as ~6.6 cores. I’d definitely try to up your core count. Your load average spiking to 30 agrees that you’re out of CPU.
4: IO consumes CPU. Any time you want to write to disk, the CPU needs to handle the IO, so if you’re waiting for slow disk then the CPU is tied up and can’t process data at the same time. This doesn’t appear as CPU usage, but as CPU wait instead. You can use iostat -x
to see detailed io information. Run it a few times, waiting 10 seconds between runs - it accumulates info since it was last run and shows the average over that time period, so the first time you run it the output will be from “all time” - I.e ignore the first output.
5: pull all the strings you have to get some fast disk for your hot/warm storage. I suspect you’re having problems because Splunk simply can’t write to the disk quickly enough.

You mentioned you have two ISP connection so you must have at least two public IP's, so try changing the NAT ip. As you said in another comment that vpn client on same firewall is working so the NAT ip for vpn is not blacklisted but the general internet one is. Try using that IP. Are you using any web proxy? You should not get any ack packets in your packet capture if the reason is time out.
Like I said, it down for me and if you check with one of the online ping services multiple data centers used in the test can't reach it either. I'm confident this isn't an issue on your end. Plus there's no DNS entry for this IP. It's part of an IP block owned by Level 3, an ISP.

So the closer you are to this state and county the faster your ping or response time to the server there (Which means you can grab HIT's faster). It tells me exactly what I already suspected, The closer you are to Ashburn, VA the faster the response time. West coasters have it the worse with a average ping of 60ms to Mturk while easter coasters have an average ping to Mturk of 20ms.

I'd say that's an error on YouTube's end, sadly. When I open it in the YouTube app, I get a 400 Network Error, but everything else on my network, including other YouTube videos, works fine. IS should pick up if it's down for people outside the network (the uptime thingy on the alerts page is off-site). If you continue to have problems, you could ask via Unidesk and they should be able to help.
It's the ip to their website. But you're right to be safe, just go to https://www.site24x7.com/find-ip-address-of-web-site.html and type in the site address, it'll pull back that exact IP. Just stick it in your address bar and it'll bypass the domain name block the ISP has on it.
If your ISP is blocking it, just paste the server IP into your address bar (It's 45.33.4.56) but confirm yourself by using this tool to find the IP of their domain using this tool https://www.site24x7.com/find-ip-address-of-web-site.html or any other domain ip lookup tool.
