You need a VPN and use the 64-bit of BlueStacks, if you're missing either of these (aka you're running 32-bit and/or don't have a VPN) it won't work. There's a lot of people who use VPNs though so you could ask a few friends to split the costs with if you don't like spending money on it. I use NordVPN because it's pretty cheap and unlike some VPNs it connects to Japan.
Australian Netflix had it last time I rewatched it, but that was about a year ago. I watched via VPN, which, not to sound like a fledgling youtuber, you can get a free trial of NordVPN which was quick, easy, and free to set up.
I'd double check to see if it were still there though.
Alternatively, reading the visual novels on steam is a method that will cost a few bucks and take longer, but is a more complete and atmospheric take on the story.
Lastly, if neither is appealing to you, you can also read the manga online.

A lot of these are out of print, so you may need to hit the used book market. Try sites like abebooks.com and alibris.com but be warned some volumes have gotten very very expensive. Also, when dealing with used books online always assume they are not necessarily in as good a condition as described.

I actually checked my version of Bluestacks about a week ago and I found out it was 32-bit, so I changed it to 64-bit and sure enough, it worked! As for the VPN, I use ProtonVPN since it's free and provides one that connects to Japan and it was able to run the game. Thanks again! I'll have to direct anyone else who has problems with running Mei to your post.
It's currently rated 2 out of 5 stars on Amazon Prime JP (compared to 3.2 for Gou and 3.6 for DEEN season 1), and 3.4 out of 5 on Anikore (compared to 3.6 for Gou and 3.9 for DEEN season 1). Anikore also includes individual ratings for story, art, voice acting, music and characters, and it's probably no surprise that "story" is the highest-scoring element for DEEN, tied lowest (with "art") for Gou and lowest by a solid margin (after "characters") for Sotsu.
