Yes, it's necessary. I'm also 5'1 and we do not have a lot of wiggle room. Since you haven't been seeing progress for over a month it's time to be even more meticulous. Try something new and buy a weigh scale. Nothing fancy. I have this one:
Remember that besides the health benefits of IF, without a calorie deficit you're not going to see weightloss.

I have an app that I use while fasting. Basically it tells me when I need to start fasting and when my time is up. I know alot of people wouldn't agree with that but it definitely helps me stay on track. I'm currently doing 20:4 and like you I always gave in in the past and ate when I wasn't supposed to be. Now I'm almost 2 weeks into this journey which is the longest I have ever gone! If you're interested, this is what I use, and if it doesnt work for you simply uninstall it. The countdown makes me stay on track and it even reminds me to drink water. It also let's your body know what's going on during the fasting period and you can track your weight too! Don't worry, I'm not being paid to say this either lol
Good job on the veggies- eat your leafy greens and those will keep you fuller, longer. For snacks, maybe stick with low carb options? Anything keto would work. One of my fave snacks are parmesan crisps! They are low carb, yummy, and only have one ingredient. Maybe some other low carb options: nuts, avocado, bell pepper strips or sweet peppers, cucumber slices, caprese salad, etc.
I also use MFP! You said deficit though, and without being active, I'm wondering if you are in a deficit? My RMR (resting metabolic rate) is about 1450/calories a day. If that's the same for you, then yes you are in a deficit! You can use this to check yours if you want :)
Ahh, I was dealing with insane weight loss resistance (PCOS as well) and added 1000mcg of chromium. Weight started moving again
Get one of those scales that tell you your bodyfat (they give you a ballpark atleast not complete accurate)
Point being I always thought I was just muscular and had bone weight. But no, I had 35% fat. Just don't want you to be in the same boat and not take care of yourself.
I had this problem last year! It's super annoying because as a petite woman, everything counts! Not to be sales-pitchy, but I got this Renpho smart scale (I've recommended it here before and so have many others), and you're supposed to step on and off to calibrate the scale to 0 before you actually weigh yourself. It's definitely worth the $30, especially because it connects to an app that also tracks BMI, BMR, muscle, body fat %, all that extra stuff. Even if those readings aren't always accurate, I like being able to see the data trends.
Like previous comment said, you can't spot reduce, it will be the last place you lose weight from and first to gain back, so be patient.

And check what your body fat actually is. You will tweak your calories or exercise once you know your numbers.
I bought these on amazon and love them! Looks like they are out of stock now though :/ I actually started with a cheap $65 pair that only lasted a week before the rubber on the wheels started wearing off. The difference with the new ones was huge, they are so much smoother and more comfortable. So I definitely recommend getting a pair closer to $100 if you can!
