There's:
Tapas (closest to Webtoons) https://tapas.io/
Smackjeeves (Western site) www.smackjeeves.com/
Comic Fury (Also Western) https://comicfury.com/
The Duck Webcomics (More western stuff) www.theduckwebcomics.com/
The last three sites are much smaller, with The Duck being the smallest community wise, but they all have great comics. Tapas has more Japanese/Korean inspired styles, but still has other styles mixed in. SJ has a larger mix of styles, while CF and The Duck are more Western leaning.
I use Clip Studio Paint. By far the best pen tools (yes, I prefer them even to Photoshop) on top of an entire suite of comics-specific tools and options. And it is always improving. I've been using it for over a decade now and I highly recommend it to anyone getting into digital comics.
Comment whatever feedback you have! I'll post some characters next!

If you're interested in checking my work on Webtoon:
Hykings: Doric Coliseum (One Shot Manga in the Tezuka Contest by Shonen Jump)
Technically you can, but webtoon was created with long strip left-to-right comic as the focus so page-to-page comic like manga does not fit too well.
Maybe you can try uploading to medibang - a web manga/illustration site
