Physical supplies seem to be well covered, so here's some input on digital art.
First of all, I don't cotton to the idea she should wait to get started with digital art, if that's something she's interested in. I'm sure she has a phone that could serve as a lovely digital sketchbook, is she wanted to use it. For Android, AutoDesk Sketchbook is a great little program, and I've seen amazing work from people using Procreate on iPhone.
For a beefier option on a laptop/desktop, Clip Studio Paint is an amazing drawing program, especially well suited to illustration, cartooning, and drawing comics. Its entry-level version is very affordable (and the EX version is still comparatively a bargain for what it does) and it's great for someone dipping their toe into digital art.
For something like CSP, she'll need a drawing tablet. I've never had much problem with used old tablets, so I would recommend you check sites like Craigslist to find a drawing tablet. I would also say going as big as you can get is probably more important than getting a newer or fancier model tablet. My main tablet is a 9"x12" Wacom Intuos3 that I bought used for $50, and that's gotta be close to fifteen years old now. It still works like a charm.
No matter what direction you go, you could realistically get set up for digital drawing for less than $100. Art supplies quickly add up, so digital drawing can actually turn out to be a very economical solution.
I've had a microsoft surface for a few years and its honestly way better than my Wacom (popular and expensive tablet brand)
The surface is a tablet that can also function as a laptop if you get a keyboard for it. The keyboards dont typically run for more than $40 and double as a screen protector (when folded) or a stand to help balance the tablet on its own.
I found my setup on ebay for about $120. My Wacom Cintiq was $800 (on sale) and is overall less practical. I wish I'd have gotten the surface when I was still in art school. Its so much less hassle.

The Surface will be a laptop and a tablet. It has a stylus to draw/write with. She could take it to school and draw with it just fine.
For a first tablet it would be a fantastic amount of usability and versatility compared to trying to get something specifically marketed towards artists. Its lightweight, holds a charge for several hours, and runs windows.
As for drawing software, I'd recommend Clip Studio Paint. Its highly capable and flexible, consistently updated year to year with excellent, new features, and its a one-time purchase. It'll often go on sale too, so you could get all the things I recommend without spending $200.
If she's 13 I'd also recommend getting a case for it to protect the tablet.

For your needs, you might be better off investigating Affinity Photo and Affinity Designer, which are more direct equivalents of Photoshop and Illustrator, and very reasonably priced, more so if you catch them on sale.
Hollow Knight's characters and backgrounds are digital illustrations, so any drawing software would work.
I suggest Krita - it's like a free version of Photoshop, but with painting/illustration in mind, and it's even capable of animations. You could also look into Clip Paint Studio.
I've used Photoshop and Clip Studio Paint so far, they're both pretty good. The latter one lacks some of the options Photoshop has (color adjustments/filters mainly) but it's definitely cheaper, and it's on sale right now.

You're trying to drag an image material to the subtool palette, which isn't going to work. If you've updated to 1.10.10/1.10.11, the zipper brush should be under the Clothing decoration brush. If you need to reinstall that brush, EOverM told you where to do that.

This. Seriously, spend way more time than you think drawing simple things like lines, basic shapes, and getting used to pressure variation. I really like this video from BaM Animation for getting used to drawing digitally.
I also second Krita as a free program. It has a wide range of functionality and is pretty intuitive to use. If you don't mind spending a bit, I would also recommend Affinity Designer and/or PhotoAffinity Designer and/or Photo. It usually runs about $50, but right now it's half-off, I believe due to COVID-19. I also hear good things about Clip Studio Paint. They all have free trials, so you can find what works best for you. The thing I like about all of them is that they have a stabilizing/smoothing function for your strokes, which is especially helpful if you have unsteady hands.
Last, be sure to play with the pressure settings after you install everything, especially if you plan to use it for long periods of time. Increasing its sensitivity a bit means you won't need to press as hard to get line weight variation, which will put less strain on your wrist and forearm in the long run. Carpal tunnel is a BITCH.
Ooh, and while it's not specifically related to getting used to drawing with a tablet, be sure to check your posture and hydrate occasionally, and stretch before and after any extensive drawing periods.

Clip Studio Paint may not be free, but it is immensely cheap for what it does. It easily competes with Photoshop in terms of being a drawing/painting program, and has features that at least CS4 did not have (I can't comment on more recent versions). It's also a program you buy outright, not some BS you're shelling out a monthly sub for.
The Pro version is only $50, and often times goes on sale for half that. That's a steal for what you're getting.

Krita is really good if you're on a budget since it's free. I really like Clip Studio Paint. That one is $49.99 USD, which is more expensive than I remember it being, but I may have got it while they were having a sale.

I use Clip Studio pretty exclusively. It's a great intuitive program with a ton of great features. Buy it once and you own it forever, and it looks like the basic version is on sale for $25 for the next 11 hours. (Basic version is the one I use)

I use a 12" VisTablet (simular to Wacom) pretty extensively during the conceptual and schematic phases of a project. I don't use this with any CAD software, rather, I use it mostly with photoshop in editing hand renderings that I've scanned in. This sorts of tablets can be pretty cheap, so if you have the money for it, combine it with a good thin light table like this one.
I've used my Surface Pro 3 for sketching, and while some people really like it, I prefer drawing on paper and scanning. At any rate, good touchscreens that are great for drawing would be over $800. However, having said that, my favorite drawing software is Manga Studio, now called Clip Studio Paint, if that is an option. It's marketed toward comic/anime artists, but I have found it is the best software that replicates the way pens, pencils and brushes actually work.
I think it's pretty good. My suggestions would be to work on the shading a bit more and to smooth out your lines. Try to imagine where on the picture the light would be coming from. Easy way would be too check out other art and look how they shade to get an idea of how it looks. Clip Studio Paint is specifically designed for use to make comics and illustrations. I haven't found a more powerful and versatile drawing program. It's affordable, available in several tiers, and it goes on sale often. You can also download a free trial version for it. I'd recommend you download the 90-day trial version for pc, and wait to get it on sale, which will surely happen during the holidays.

Not sure how much detail you're wanting about the whole comic process, but for the *actual* printing, I used This printer to print the books. You just have to get your files to the right dimensions, upload them to their site (in the correct order) and they print and bind them for you. Pretty cool, honestly.
I can only speak for how I made mine, but the next step after sketches on paper was actually drawing out every page and inking each page. (Make sure your sketches account for where the dialogue balloons will go!) Some people prefer to draw each page straight in the computer.
Then I scanned every page into the computer.
Then I colored every page using This program. It's cheap, can do everything you could possibly need, has a free trial AND it goes on sale at least twice a year for even cheaper.
Then I add all the word balloons using the same program.
Then I sent the files to the printer and bought some bags and boards while I waited for them to get printed, and set up an online shop so I could sell the physical comic.

virtually any computer will run CSP; it's not very demanding in normal operation. the full app runs on phones and tablets so that should tell you something
it's only demanding if you build complex files with many layers, a lot of 3D, and/or a large document size. if you planned on having really heavy documents like that, then you'd make sure to find a computer with faster (in ghz) single core CPU speed and a decent amount of ram (8gb+). and obvs, you'll need storage space like a meaty HDD (or SSD which is faster and more expensive)

the fact is CSP has real data for user requests. we only have anecdotal data. that's a poor basis for strong conclusions. my career is working on software projects like games and apps (as an artist of course) so i've seen plenty of user feedback both good and awful
if it's not in there yet, there's a reason. if they can't share that reason, then you'll have to accept that and move on. by all means, make more official requests. they want to hear them. but bad faith assumptions (like the community is being ignored or the devs don't care) will only end up toxic to that process

Realistically there will be different brightness edge highlights in different areas, and probably none in some spots, but artistically many people do edge highlight everything. I'd load the picture into a photo editor with brush tools like clip studio paint or photoshop and you can add the edge highlights both ways and get a preview to see what you prefer
As of version 1.9.5 (December 5, 2019), you need a Clip Studio Account to be able to register a license (and take advantage of Assets, Cloud storage/settings backups, and Ask). If you have an installer for a version before that, you might be able to get around it, but that also might not work. If you're stuck in a log in loop (where it doesn't recognize that you've actually logged in), check your Internet Explorer settings/clear the cache, sign in on there, etc.
I usually use Clip Studio Paint. There's a function that shows you your current coordinates, which is that I tend to go off of to avoid pixel counting. They have a free trial and it's like $30 or so when it goes on sale. I'd recommend just giving it a shot and seeing what you think, explore the menus and look up guides on how to use it well and such.
It's not the best for super fine pixel art necessarily, but it's solid and it's good for non-pixel stuff as well if you get a drawing tablet to go with it. It's a lot like photoshop, all in all. For larger scale stuff it has snap to grid which I like using for broadly trying to see what elements would look like based on relative size and stuff.

For world maps, I use a standard art program like photoshop or (the much cheaper, much better) Clip Studio Paint. Granted, I'm an illustrator, so that's probably not a good option for most folks. For local battle maps, I'm using Talespire, which has just made my life even easier by adding in a camera that can do top down map views so the maps look exactly like normal battle maps. I'm in the beta which is now closed, but early access for Talespire should be before the end of this year.
I started using CSP earlier this year. The program is really user-friendly, it was really easy to get a flow down quickly after I started using it. I had only used Photoshop for illustration before that. I don't think you have to be concerned about it taking a lot of time to learn if you switched. CSP focuses solely on art/illustration, so does not have all the photo editing tools that PS does (such as liquify tool, spot healing etc). If you are interested in making webtoon/manga/comics CSP is great for that too. My CPS automatically was "darkmode", so I dunno if there is a "lightmode." I love the 3D modeling tool, you can adjust the 3D models (shorter, fatter, thinner etc) and save them. The process for making custom brushes is about the same level of difficulty. CSP price is a steal compared to PS.

I personally use both FireAlpaca and CSP (didn't purchase it until last Black Friday) just as equally nowadays if anything.
It's a good mix of skill, what your aim is as an artist (professional vs hobbyist, I'll just stick to just in general), and the functions you would like to have. Just because you have a professional program like Adobe Photoshop, that doesn't necessarily mean you're going to produce "good art" by default. You can make amazing things with any free program out there as long as you are applying your skills to it efficiently along with knowing the fundamentals, even though you might lack the accessibility to certain program assets and the like -- this is when switching between programs comes into play and it's not an uncommon thing to do.
I still use FireAlpaca for my sketching (line art is still done most of the time) because I prefer its UI over CSP (it's easier on the eyes), lag-free, and easier to figure out my brush settings. Nowadays I much rather prefer to do my colouring in CSP (unless I'm just doing simple cel-shading, it's still FireAlpaca) because of the variety of tools, functions, and support availability (E.g. Far more tutorials and free brush packs than what I'm seeing for FireAlpaca) that comes along with it. There are certain features such as the paint fill (see the gif with "Quicker coloring with smart fill tools" under Painting, can't find the exact tweet they posted on their Twitter) that saves a huge chunk of my time laying down my flats compared to manually doing it in FireAlpaca.
I think the best place to start is with proportions. Look at real people and see what lengths/shapes certain body parts are.
Drawing a frame first can be tedious if you just want to put pen to paper, but it does make a difference. I'm often to lazy to do it but it makes a difference. If you're primarly doing digital drawing I recommend Clip Studio Paint, it's not free but is a bargain when it's on sale. It has fully posable 3D models that you can use for a reference.
For shading try to think what direction the a light source would be coming from and stick to that.

Consider trying Krita (Free), or picking up a trial for Clip Studio Paint They have brush engines more intended for digital artists. Obviously Photoshop can get the job done if you know what you're doing, but I always found it's ability to blend on the fly with paint brushes to be limited.

i use clip studio paint. it does cost money but there should be a 1 month free trial version and they do sales once in a while, i think i bought it for $25. i've also heard great things about krita which is free, but i haven't tried it yet.
Perhaps it's good to understand her current workflow and what hardware she's currently familiar with. Also, undestand if it's just a hobby to her or if she's more serious about eventually persuing a degree and career in illustration since the hardware requirements are largely driven by those factors.
With that said, the Surface Pro 6 is the safer bet since it runs all the industry standard professional illustration softwares. She can start out with free software like Krita then move to paid software like Clip Studio Paint as needed which is a one time license purchase (now on sale for $25) versus a recurring subscription of $25/year with iPad version. You can also find the Surface Pro 6 i5/8GB/128GB bundle with pen and keyboard on sale for $800 at Costco compared to an iPad Pro 12.9" bundle at ~$1500.
I use Clip Studio Paint. By far the best pen tools (yes, I prefer them even to Photoshop) on top of an entire suite of comics-specific tools and options. And it is always improving. I've been using it for over a decade now and I highly recommend it to anyone getting into digital comics.

The trial should give you the full set of features. It does need you to both complete the trial registration and create a Clip Studio account so that you can download materials.
Maybe you downloaded the Pro instead of EX version? (The EX version has all the bells and whistles.) Or didn't do the registration fully?

here are reasons i think are related:
a) user reports, which can be arbitrary. (mine got taken down cuz of user reports, i suspect language barrier. i wrote "my materials were inspired" and they thought i stole it, i definitely did not. i reasoned with support about it, and they told me to just omit those specific details. so i did and added an all-caps discalimer in it claiming originality using simple words.)
b) you don't have any or not enough info in the asset page. "quality control" and yet some get away with it(?) 🤷🏻♀️
c) you used a "non-original" material, aka materials not made by you originally (using csp default materials are ok tho).
d) you didn't specify "correctly" which versions can use the asset; 2 checkmarks: 1 for csp ex & pro, and 1 for debut. if you only upload brushes that doesn't have dualbrush settings or any of the new features, then you're good with checking all versions. it only gets complicated with complicated assets. here's a checklist for future reference https://www.clipstudio.net/en/functional_list/ (another one of mine bit the dust cuz of this, but was able to reupload fully cuz of the checklist)
you haven't given us details so consider one & all. these reasons I've gathered from the posting guidelines (they give you that link b4 you temp post assets every time), my experiences, and user reports here in this sub. you should read the guidelines if your assets get regularly taken down, they can suspend your account (happened to me once).

Really nice work! Looks like you're using photoshop, but you should try out a free trial of Clip Studio Paint (formerly manga studio) It has a built in time-lapse option and also has better wacom support for sensitivity, which adobe is notoriously bad at.
You might need to update CSP. The icon style changed with version 1.9.5 and that was released in December 2019. The current version is 1.11.8. In 1.10.10 there was a major change in brush settings and since that pen was uploaded 3 months ago, it might not work with your old version.
Open Clip Studio. On the left side, there should be a button marked "Login bonus". Click on that. If you don't see it, you may not have the latest version installed.

I personally use and love Clip Studio Paint. It's easy to use, has plenty of great features, and is pretty cheap, not to mention it often goes on sale. It also gets fairly frequent updates. I'd highly recommend it!
It baffles me how difficult it is to give something for free... The only way I've found it's to subdivide the whole kit in zip files and putting them for free on Gumroad. Whatever you want to pay you can pay just do what you feel.

You can do it with GIMP, but you'll be wrestling with the program to do so. The best software for straight-up digital comics work is Clip Studio Paint. It gives you so many more options to work with, whether in color or B&W, and becomes easier to use the more you work with it.
I would definitely recommend DLing the free trial and watching some of the tutorials videos to get the basics down.
I have a Surface Pro 7, which runs full Windows, so my desktop license is good for it. If you get an Android or iPad, you will have to pay a monthly or yearly subscription.

Thanks biggest differences are that Pro is restricted to 24 frames of animation per .clip file and it doesn't do multi-page files or have certain features associated with multi-page files.
If you're doing single-page illustrations or one comic page at a time (the ways it had to be done in ye olden days), Pro may be enough for you.

1) I've been using CSP on my iPad pro 11 (2018) for the past two years now; check out the work here or here and tell me if it's good enough to work on mobile
2) I had the same question as well before nabbing it. The mobile and desktop don't interfere with each other thankfully, so you don't need the dual subscription I'd you don't want it, especially since the desktop allows for your serial to be used on 2 desktops simultaneously. However, they offer a special rate for existing csp owners for dual subscriptions and up, so maybe you want to take advantage of that (I did).
3) Assuming you're buying the pro version (my bad of you aren't), the monthly fee is $4.50. Pay that for twelve months and you'd be out of $54 dollars. In contrast, the yearly fee is $24.99. so... yeah.

Yes. As explained, there are very few differences between the two versions. Pro does almost everything EX does. I'm a professional and used Pro for several years - I upgraded to EX a couple of sales ago because I was considering moving into comics and felt the multi-page documents would be useful, but as yet I haven't actually used any of EX's unique features.

It turns out the version of Clip Studio Paint on the Wacom wasn't up to date. I went to https://www.clipstudio.net/en/dl/release_note/ and downloaded and installed the newest version, and that seems to have fixed things.
I thought about just deleting this thread, but I'm going to leave it up in case someone having a similar problem ever finds this thread while searching.

The limited edition of Clip Studio Paint PRO included with Wacom products cannot be upgraded to EX.
Sadly, you can't use the discount with the Wacom Licenses to upgrade
I'm just really curious as to why people don't update sometimes. I don't always have the newest version, but it's usually pretty recent. (There's been a few people asking questions on Ask and they're still running 1.5.4, from March 2016). Sometimes you have to go with what works for you.
As to "a new installation", it probably depends on what version you had and what version you were updating to. Somewhere around 1.6.2 they added the Clip Studio launcher and cleaned up their file paths, so you could end up with both the old version (CELSYS_EN) and the new version (CELSYS) on your computer.

It's really going to depend on the art you're doing. If it's a reasonable size (not a monster) it should be fine. If you're going to do art of unreasonable sizes (huge, a zillion layers, with 3D models thrown in too), you'll probably want a Pro.

I also use adobe but was told there are better programs out there.
Clip Studio Paint is around $50 as a one time payment and is great for drawing.
I'm thinking about changing because adobes subscription fees are a real premium and might not be a luxury I can afford to continue after study.

Okay... So your daughter's tablet looks to be an Android device of some sort, judging by the bottom row of buttons. The bad news there, is that there are at least seven different core versions of Clip Studio Paint, each made for a different operating system (as listed at the CSP download page here).
It's only a guess on my behalf, as I haven't used CSP on Android before, but I think that particular UI is almost certainly specific to an Android version of the software. Meaning, that unless your laptop is also an Android (Chromebook perhaps?), and maybe still not even then, I don't think you'll be able to get that UI happening, sorry.
Hopefully someone else out there can confirm that for you 100%, so at least you know for sure. Even better, they can prove me wrong, and give you a solution. But short of that, my apologies for being the bearer of potentially bad news.
i use pro at the moment. since i mostly do single page drawings. Ex has some extra features that are nice, but not exactly "i cant live without this".

basically
1- work with differentes pages in just 1 file instead of 1 file for each page.
2- the 3d models that you use as reference will stay as just that, 3d models in pro. ex will let you make a image 2d of it.
3- actually do animations. in pro you can only do 24 frames and thats it, just a short 3 seconds (8 frames per second)
There are brushes like the droplet or soft scatter that's default brushes in Clip Studio that works really well for glitter effects, and if you are up to date with the recent new release, there were some REALLY pretty glitter paint brushes as well.
