There's trick I was told about that works well for dried bugs. Get one of these: https://www.amazon.com/dp/B072XJ55DG?psc=1&ref=ppx_yo2ov_dt_b_product_details and put the bugs on it. Fakes the lizard out. At least my lizards.

I guess you could use some sort of sieve. I scoop lizard poop out of my enclosure with something like this tool below. In theory, you could probably use it to filter perlite out of the substrate. Alternatively, Add your layer of substrate into the enclosure, and simply remove all the perlite present on the surface, since anoles aren't really diggers.

I bought this stuff on Amazon that is double-sided sheets of adhesive plastic. You can stick them to anything like old towels and then lay it over spots you don't want the cats to walk on. I used it on my tv stand and now they don't go on there. We also use it to keep the cats from bugging our cockatiel.

Heat tape has a tendency to get really really hot when it fails. You should have it hooked to a thermostat regardless of it being the "right temperature" or not. This jumpstart thermostat gets really good reviews and isn't particularly expensive.
