This is the tool I use. I have two and one is still in the original package. My hands do hurt with the little hooks. The larger tool works much better for me.

Maybe the Skinny flexee loom could work? It’s 3/8 gauge with recommendation of using #3/#4 yarn. You can attach 8 links to make your 16 pegs (either straight or in the round). I have both Skinny and Chunky versions and love how customizable it is!

They work great and they slip under the loops on the loom very easily because they are bent. Also, they are metal which is great as they are more durable.
You can do a flat stitch without making it so tight. The tension is all in how you hold the yarn. Don't pull the yarn as tight as possible against the peg. If you mess up on tension, you can pull the working yarn out a little after completing that peg. You could also try using something like this.
You could always try to do a full purl glove. That could help the tension, and it could be turned inside out.

I'm probably going to get another one of these at some point and store all my random sewing/knitting notions in them. I have tons of thread, bobbins, and needles that need to go somewhere, and it would work great for extra pegs and stitch markers and other small things. They're too small for crochet hooks though.
I hold mine in my lap flat to wrap the pegs, and then almost like a lap harp or violin to loop. I pretty much do as little wrist flicking as possible, since the larger that movement is, the more strain it puts on my wrist. I also sometimes just flip in the other direction. I swing my hand towards myself (and loop over away from myself) for some of them, and then some I flick away from me and I’m flipping the loop back towards me. I find that tilting and turning it makes it easier. I also don’t use a standard tool. I use a Cricut tool with a narrow point, so I “scoop” the yarn from the top of the peg to the base, instead of approaching from the bottom of the peg. This might not make any sense, but I gave it a shot. :)
Worse in what way? The actual project getting messed up or comfort/getting to all the pegs? The size of your hook might make a difference, too. I find the KB ergonomic ones to be the most comfortable. They are longer so it can help with some tighter spots. Amazon link for reference

I recommend using a sport weight yarn. Stuffed animals need to habe a tight knit since you don't want stuffing to peek through your stitches.. I've used this one to create stuffed animals and it worked well. It is the yarn that is recommended in this book.

u cable stitch holders. i made the hat in this video and it turned out really good. i found the cable holders helped a lot. she also had some advice about getting the stitches to stretch okay with the twists. might be worth a look.

I got it a week ago and so far I'm liking how everything is coming out. Stitches are much tighter without laddering and doubling the yarn. The only downside I've noticed is that anything thicker than a 5 would be kinda tough to work with without taking pegs out. I don't plan on ever taking any out, at least on purpose. I'm just gonna get a few more looms to suit my needs for the things I want to make. I get bored of one project and work on another for a while. My stepdaughters birthday is on Sunday and I'm trying to have the scarf done by then, but I don't think we'll actually see her until some time next week/Thanksgiving.
My only concern might be the pegs coming out when you’re knitting. I read about that happening in reviews of looms with removable pegs like that. I just got the flexee loom that has pegs you snap together and I like it. The nice thing is you can decrease on it by removing pegs. I’m using a size 4 yarn with it so I think it would work.
The only issue is it does move so it can be a little harder to use but you can also bend it as you’re knitting which I like. Also I wanted to number my pegs so I put masking tape on them and it turned out that made it hold it’s shape also.
i am american. from what i've seen, the aran weight yarn is close to a weight 4 here. this yarn should work on those looms as they are set up with the pegs close together with a single strand (maybe 2 if it's sort of thin). i'm not sure what you have that is comparable to a 3 weight here, but you would probably want to use 2 strands of that at the same time.
if you remove every other peg from those looms, you will have our basic large gauge round loom set, which is for a whole bunch of the videos we have on youtube for loom knitting.
i haven't seen the german amazon site, but if you can find authentic knitting board multi-loom, it works the same way as these looms, but it goes large enough to make a very wide blanket. multi-loom on amazon US

I found a loom knitting pattern for 'hexagonal geopuffs' that if you could find a way to stitch them together it'd look similar. The preview on the box.com website might not work but i think you can still download the pdf. Hope this works! Pattern link and the website I got the link from.

i don't know the exact differences between loom knitting and french knitting, but this kit makes me think they are the same, basically. :))
I almost exclusively prefer to use Bernat Blanket with my KB Afghan looms. I've never had a problem with breaking and I like the look of the blankets. It is really personal preference, though. I don't pull my work super tight and I use a loom pen tool to help with that.

A lot of people seem to like the Authentic Knitting Board looms. Most people hate Boye (and I'm a Boye fan). Start with large gauge probably it's easier. Here's a good example:

Something like this comes with everything you need but the yarn. For that get bulky or super bulky #5 or #6 size yarn. Might be best to let her choose her own yarn at a local shop. Yarn can be a very personal choice. Avoid the most common size of yarn worsted weight. It requires doubling up which is a pain.

Lion brand hometown is on sale on Amazon in some colors right now. Not a ton left but you may end up finding a few colors you like. I'm spoiled. I've been using Malabrigo Rasta all year making gifts for a lot of family, but now I have to switch to cheaper yarn I picked up a small stash of this stuff and it's pretty okay.

I know I’m late to this question but, I found a great yarn bag that fixes this problem. It has dividers in it and grommets on top. You place the yarns you’re using in the divided space, pull the center strand from the end of the skein through the grommet and start knitting. I used it for my double strand Afghan and I didn’t have any trouble with the yarn twisting or tangling any further. Honestly, the best I've seen (and used) in regards to durability have been DIY ones, often made with a nail and a pen, coat hangers, or by wrapping half of a pair of angled tweezers (parts generally found at thrift stores or dollar tree). You could also bend a latch hook to fit your needs ($1 at most thrift stores), or just use a dental pick (you can find them at Dollar tree).

I have this one and I love it, I found mine on ebay used for only 10 bucks. Just be careful not to go too ridiculously fast otherwise nice softer yarns can fly off. It works like a charm though.

Why not get her the Martha Stewart one and maybe some nice yarn to go with it? This one is nice too. The tapestry loom is probably not what she's looking for if she's into loom knitting. Unless she is into weaving as well, it would be completely useless for her.
