When I use my phone with my VPN on and set to Tokyo, it did not allow me to install TVer either. Well then you could either try your luck on ebay, the official NBP shop using a shipping proxy, or try your luck with Amazon Japan to see which vendors ship overseas.
I have not subscribed to Rakuten TV before but it looks like in their FAQs they state that it's a Japan-only service, and if you travel abroad some content becomes unavailable. Another Google result does mention using NordVPN though so I'm assuming that the answer to your second part is yes, a VPN would be necessary.
Hopefully there's a subscriber here that has used the service that can answer the foreign credit card question.
You can do it if you use a VPN service to funnel your internet through a Japanese server. It's way easier than it sounds, but will cost you a bit for a subscription if you're gonna do it regularly.
I've used TunnelBear before. Give it a shot, gives you some free data to try it out.
