It's probably staph or mrsa in their legs. In a hot and humid environment, that bacteria can grow like crazy if you don't have access to regular showers and clean water, which many houseless won't have. The current "working solution" is to check them into a hospital, give them some a regiment of antibiotics, and send them on their way. It's far from perfect and I understand that would be fine for most folks who have daily showers and clean clothing to change into, but it's pretty unsuitable for houseless people and, what's worse, is that it can directly lead into a more powerful form of the bacterial (MRSA) since what hasn't been killed by the antibiotics will now become immune to them.

Here is the link to do the stairway the legal way. It is actually 11 miles instead of the 5.5 listed, just a heads up. I would recommend using the AllTrails app to find other good hikes.
I would not recommend either of those hikes. I've done them both and they're fine but I hate hikes with lots of stairs (there's a time and a place for stairs but when in the forest, it's not that time).
I would recommend Mount Olympus Wa'ahila Ridge. It's just about 5 miles. Ignore the sign that says the trail is unmaintained past that point. The ridgeline near the top is gorgeous while still being (relatively) safe. The forest parts are pretty. The views from the top of Mount Olympus are some of my favorite on the island. You can even turn left right before the final push and do a short side hike along the Ko'olau summit. This is not marked but it's an obvious trail. I've done the crossover to Manoa middle ridge but I wouldn't recommend it. No waterfall here.
If you want a short waterfall hike, I would suggest heading over to Waimano falls in Aiea. It's less than 3 miles round trip and it's great for swimming too.
This is absolutely an autocratic power and against Constitutional law. The People have certain rights and responsibilities under the Constitution including not giving up their arms to other powers designated by the Constitution (Central Government, States).

There are constitutionally legal ways to regulate violence through strategic legislation, behavioral economics principles and incentives come to mind, but this legislation is not one of them. Locals speak out against American occupation and all the sudden they are "red flagged". I imagine the framers bristling at this notion, this is not a power enjoined state governance.
