The sooner you find this bird a professional to help the higher the chances it can be released back into the wild.

That's a download to Animal Help Now, which is free and will help you quickly find a qualified, capable rehabber. Finding someone who can care for the bird is vital, especially if you have ever hand raised an avian carnivore before. (I've raised thousands of baby birds, and I would seriously try to avoid this one.)
You don't say where in the world you are. That is important, because it can matter to the species of owl, and it's best diet. Like you've been told, in the US, you cannot legally keep this (or any other native species) bird. If you really are that serious about keeping any raptor, there are apprentice programs for falconers in every state, or you can work to become a qualified rehabilitation person.
If you aren't in the US, your laws are not the same, but you should still try to find a veterinarian or someone who has done this before to help you.

I don't think so. The reason is that I had a parrot panic and hit the ceiling badly once, and he had a concussion. Recovery was slow, but one of the first signs was he sat like that owl.
Please download the app, Animal Help Now and use it to find someone near you who can legally help you help the bird. I'm adding the android link.

It's a free app, but all I have is the play store link. I used it a couple of years ago to find a rehabber for an injured crow.
That's a play store link; if you need it for an iphone, you will have to search for that yourself. However you do it, install that and use it. It will give you an exhaustive list of wildlife rehabilitation places and people based on your location. Use it now.
Otherwise, get on the phone to your state or country wildlife resources, depending on what you have and where you are. Those birds will need immediate care that you probably aren't able to provide, and you can't keep them legally anyway.
Please, go now and start finding them the help they need.
not entirely true, if you look into this book: Wesley The Owl You'll see that it's possible to do it legally. A girl who works at a wildlife conservatory/rehab adopts the baby Owl because the other owls weren't taking to him. she raised him to an old age.
Also, maybe the owl escaped, it's entirely possible.
I'm not saying i know what happened, but your entire statement was a little much, considering. the whole "if this was in America" comment is entirely stupid because it could have happened that way in ANY country.
