I've bought and measured a bunch with an Apogee PAR meter and- for full spectrum (I don't want it to look like I'm growing weed), these are GREAT and aren't expensive.
I have found that Neem and wiping is a temporary fix. Predatory mites that go after your harmful mites have been a much better long term fix for me. There are two type, predatory mites that live in the soil and will go after your spider mites early in their life cycle and canopy predatory mites that will go after your spider mites on foliage. I'd suggest applying both. The soil ones will remaining in your soil indefinitely (assuming proper care) and prevent further emergence of spider mites. The canopy ones will deal with your short term problem. The predatory mites will not bother your plant. They're good guys and just attack the mites that do bother your plant. Here's what I used:

I've spent a wad of cash on various lights over the years- do yourself a favor and grab a few of these.
They measure about 800 PAR (photons at the right wavlengths) at 1 foot and are easily the best light I've found per dollar. They also are whiteish so no one thinks you're growing illegal things- which can be important- you don't want any brea-kins.
Since they have a regular screw-in bulb interface, you can buy any stand or clamp on light fixture that works for you.
I had very good luck starting the seeds in the peat moss mini green house.

It's a 2x2x4 tent, can comfortably fit 4 12" pots. Purchased from Amazon here and using a 600W LED grow light suspended from the top. I run it at a 18 on /6 off cycle every day.
