In case anyone cares to know how I solved this, I used a USB Microuter, flashed vanilla OpenWRT, and configured it as an access point while sharing internet from my phone via ethernet. Kind of annoying to not be able to just use the Phone's hotspot, but I've tested 3 different android devices and a windows laptop now and the Theta V just doesn't connect to hotspots. Maybe it's an issue with the Theta V firmware that Ricoh can fix, I've reached out to support but haven't heard back from them yet. The phone powers the Microuter, so apart from having to remember to bring a two dongles it's pretty seamless.
