Hiya ! I personally have a ps2 guitar controller so not exact help but I often notice that if I am not clicked and focussed on the rocking legend window then my guitar doesn’t work (say I tab out) I have to make sure I have clicked on the game window ... not sure if that helps

I personally use https://joytokey.net/en/ also and have that worked so perhaps try that ?
