7 URs from 140 pulls at a 7% rate isn't actually that unlucky. Using a binomial distribution calculator, we can see that the odds of getting 7 or fewer URs is 23%.
It could be worse: there's a 1% chance of getting just 3 or fewer URs with 140 pass pulls.
The key thing to keep in mind here is that true randomness doesn't remember anything. Unfortunately, this means that pulling Rs and SRs now doesn't increase your odds of getting a UR in the future. It's possible that there is a pity mechanic (get a UR after X pulls with no URs), but it seems extremely unlikely that KLab would ever otherwise tweak the rates. Getting caught doing that would land them in hot waters for no real gain.
VPN is basically routing your connection to a third-party server and use the Internet connection through that server. There are several apps that does that, such as TunnelBear, Betternet, Hotspot Shield, etc.
A lot of people have been using TunnelBear to download apps available on Play Store that are exclusively for Japan, by connecting to their Japan server. It may take a little while to set it up, but once you got it going, it might be a lot less hassle than you thought it'll be!
But glad to know that you got it working again. Though when I usually encounter a persistent transmission errors, a simple app restart sometimes helps.
