That means you need a wall work that puts out 24 volts of AC electricity. It won't be just a straight cord, but a brick of some type (a transformer) to step your wall power down from whatever it is (usually 120v or 240v, depending on your place on the planet) to 24v.

We used to post an arlo camera at the pig trap just over 100 yards away using a shitty farmhouse wifi. Best part is if you mount it right then you can get a ping on your phone every time something comes near it. Trailcams would be cheaper but you'd never know till you go out there and review the footage.

Sorry lady but I have to ask; "where do you live little girl?" ⚠️😂 Snowy or warm? Everything battery powered is going to act up under 35ish as lithium batteries don't like being cold. 5Ghz doesn't tend to do too well for outdoor cameras because it has trouble penetrating houses external walls. That's why 5Ghz is not all that common. Something like the 4MP Reolink is dual Wifi and has a SD card slot. Not sure about its AI abilities.
Unless something is stopping you, like the house being a rental or something, why not just go wired at this point?

Step one augment your IR lighting with standalone sources. You will get better picture out of the camera with the IR splashback not coming directly back to the lens & you can turn the camera IR blasters off and the spiders will leave your camera alone.

that camera will work fine. you need a DC 12V power line. you might have 1 already in your house. next you will need a CAT5 and connect the camera to your network. so that's a total of 2 wires going to the camera.

so if you have a wifi access point. connect an old phone to the wifi. use an app to use that phone as a spy camera. on android, i use this app. finally, use your phone, connecting to the same wifi. use something like Tiny Cam to view.

the dim red light your camera turns on at night is infrared to see things at night. without that IR, you wont be able to see anything at night. every camera has the setting to turn off IR at night even the cheap ones like Wyze.

I got this last christmas when it was on sale for 80$. Might be a bit pricey, but it is really nice.
Hook it up to Wifi or just ethernet it to your computer, and there's either a web address or a phone app you can use to look at and fully control a live view, or recent footage, if you stick an SD card in it to record to. Great night vision, two way mic/speaker, zoom, and motion detection, perfect for what you'd want it for.
Might not be the most helpful response, but here goes. It doesn't sound like a security camera is the best solution to this issue.
You say he's calling the police and fire department on her whenever he can. 1.) Stop giving him a reason to do that. 2.) A camera won't help with that. You say he's giving her and her children bone-chilling looks. A camera might catch those, but there's nothing you can do about that.
She really should be focused on either having a dialogue with the neighbor to try and patch things up, or move away from him. If she's genuinely worried about the safety of herself or her children, she'll find a way to move. If it's not that big of a concern, then it sounds like a conversation might be enough.
