Not sure but many routers are capable of setting up a VPN for the entire network instead of just doing it for a single device.

Not sure if this is available for you but this is what I'd do. Sorry you're in this situation, let me know if I can help you set it up.

Also make sure your DNS is also going through the VPN.

Have you tried using a download manager with resume feature? It should be able to restart the D/L from the point where it failed or was interrupted.

I have been using FDM for all my downloads and it works pretty good. Maybe give it a try!
