The Breville (ChefSteps) Joule can go up to 98C/208F. There's a lot of methods, but the long and short of it is just running water through your AVB to literally rinse it out.
It's very common to wrap the AVB in cheesecloth or even something like panty hose and securing it so the AVB can't float out. Think of it like a homemade tea bag full of weed! Then you submerge it water; mason jars are great, a pot, whatever you can put water in.
The water will get super gross pretty quickly, and depending on how much time you want to spend you refresh the water until it's clear. I usually swap it out every 8-12 hours over two days. Not to sound like a shill, but I personally like to use this pitcher. I also use it to make cold brew at home so it's great for multiple uses!

I do a 72 hour 150 degree full decarb while it's still in the wash so I definitely needed a lid and insulation. I bought this and it works great. I barely lost any water over three days.

This is a little more than your budget, but is a good choice for the price. I also recommend the Levo 2 which is more expensive, but good for smaller batches. You could also always use the crock pot and mason jar method or the stove top method. All these and likely more options are out there. Hopefully this helps....

I ended up getting an Ardent Lift, though and much prefer it.
Corn syrup is basically glucose syrup and available online in the UK (Karo for instance), but you can also use Golden Syrup instead instead IIRC, or Honey, or even just simple sugar syrup.
Amusingly if you follow that amazon like for Karo, they are doing a deal with Karo and Gelatin sachets... So Amazon knows what's up.
Jello/jelly is just gelatin and is available pretty much everywhere.
A lot fo the other ingredients are often available at health food stores like Holland and Barrett.
