This whole thing keeps confusing me and i really hate it when simple things just don't work, so i just made my own local music mod with one song for testing.

Just extract it to \Documents\Paradox Interactive\Stellaris\mod\
It's working, you might have to use "tweakergui music.next" a few times in the console, but the song is there. But for some reason i just can't get your mod to work, when i use the same method for local mods.
I don't get it. Music mods "should" be a simple thing. It's just ogg files, a txt file and an asset file. Maybe it really is the amount the songs.
This is one of my mods so maybe I'm biased, but I can't and won't play Stellaris without it. I just updated to v2.1 and future versions starting with 3.x will be integrated into a new mod, but will have a separate standalone version made available for those who don't want the rest of the coming mod

you can use paint to export files in a DDS format. Say you have a PNG file with alpha channel, open it and export with BC3/DXT5

I've found this to be the easiest method.
