It really depends on the sound you are trying to make!
I often recommend this for simple 8 bit sounds.
Unless you have a problem with the sample explosion and gun sounds, Id just stick to those! And as far as simple soundbites, don't underestimate the power of Google (found this in about 5 seconds).
I like to record my own sounds, because it is fun as hell and I have the equipment, but there are so many sounds available on the internet that almost anything I can think of already exists. Have fun!
Don't be afraid to ask questions at the over at answers.unrealengine.com It has one of the best communities I've seen, and they have direct developer responses.
Also check out the support page of their website, it's a good hub of information.
I don't know if there's any tools built in to the engine to support this, but you could probably set up a folder of shared assets in a master location and make symlinks to all of the projects that use it. That way all projects that want the reusable asset would be accessing and altering the same files.

There is a free plugin called Chameleon which was just released on the marketplace which has many post-process effects.
”Monitor Effects” is one of them; use it in combination with other effects such as “Glitch” for a look you have described. It may not be a perfect solution for you, but it may be enough to get you started. Good luck!

If you wanna be even more lazy, download ShareX.
You can set it so it uploads directly to Imgur after screenshotting something. Then it puts the link in your clipboard. Very convenient!
It also does alot of other things.
