This is pretty old (1972) but Dr. Hynek lays out a clear methodology for his investigations. He describes things like deciding to only include sightings with multiple witnesses. The eyewitness reports in the book are pretty cool:

This stuff is at least 20 years old. I remember this from 2002, "Observation of supersonic shock wave mitigation by a plasma aero-spike".
And Paul R. Hill speculated about it in his 1995 book, "Unconventional Flying Objects: A Scientific Analysis"

I have sort of wondered if IR strobes or lasers would possibly attract them, since they seem to be picked up on sensors operating in that wavelength.
These are the IR strobes I was thinking of. At one time, they could be had at most military surplus stores around military installations for like $20 since they were a rapid fielding initiative during OIF/OEF.
The best part is that they only require a 9V battery to operate.

I think not.
The concept has certainly been around since long before 1950. Although, that doesn't necessarily mean the CIA didn't have a major hand in crafting much of the phenomenon as it exists in the public consciousness today and as it has for many decades now.
Just to be clear, is your position that the UFO phenomenon can be entirely explained by a combination of misinformation, hoaxes, misidentification, and human psychology? That the heart of the matter is really a psychological operation conducted by the CIA and/or other government agencies?
I'm not setting out to disagree with you; I just want to know if that's really what you're driving at.

Its just $30. I dont know why this has to cost $700. I feel its a for-profit thing that they've done. I have a feeling they didn't investigate an ultra low-cost option that would have resulted in a wider option.
