Is the problem that you can’t roll a joint? Because if so, this could help:
Pre rolled cones that I personally use, I can recommend some sort of funnel to make filling it easier. These things are a breeze to use, and very cheap, about €0,11 per joint.
I can't recommend Duolingo enough. It won't get you fluent or anything, but it's a virtually indispensable resource to get you started. Fantastic and easy (and free) introduction to a lot of grammar and vocab.
Also, the entire of Alfred J. Kwak, a Dutch kids cartoon, is available on YouTube. That helped me a lot too.
Finally, regarding books: I think picking up a Dutch copy of a book you're already familiar with is a great way to start because you already know the story so won't get lost if you miss something. In my case, after a few months of Duolingo, I slowly read through Harry Potter en de steen der wijzen (with Google Translate open on the computer in front of me to help with all the new vocab) and found that really helpful. Not the best way to immerse yourself in the culture, but still.
Il Mondo has decent pizzas and a free can of soda per order (only through http://bestellen.pizzeriailmondo.nl)
Edit: they've won the 2015 pizza test (page 27): http://issuu.com/trajectumutrecht/docs/trajectum-20142015-09?e=1303831/12807254
OSM is fantastisch.
Everyone should read Donald Shoup's "Parking and the City" or his other work "The High Cost of Free Parking" before answering. It really is shocking how much money is spent on parking. It is by far the largest subsidy given to drivers in Canada and the US, and given how much free parking I see here, I cannot imagine that it isn't true in the Netherlands as well.
But even if you still want free parking, the book at least gives a background and understanding of the real costs of free parking.
Apart from the shops mentioned you can ofcourse also get them online, e.g.:

Currently, all governments have your identification digitally... The only difference to what you described is that YOU would also have digital identification.

Honestly, many of these reviews are things I'm used to in Norway, but holy shit, that's a bad trust rating.
You can go by tram and be in Utrecht in under 30 minutes.
But. Ever since I've heard about people putting up their rooms and apartments on Airbnb for the Tour, I've suggested it to a friend. Consider renting her apartment out: https://www.airbnb.com/rooms/5835873?checkin=30%2F06%2F2015&checkout=03%2F07%2F2015&guests=2&s=1uUS
Only one bed though, but that shouldn't be too much trouble. It's cheaper than that hotel and it's right in the centre in a fun neighborhood (Lombok). 5 min walk from the train station, where the tour starts.
You can stay at this AirBNB for a few nights, and the owner is willing to rent it out for <800 after (ask her via AirBNB). It's really close to busses and station too.
This is the official app for the planning of train commutes (my link appears to be for android, look for 'NS Reisplanner Xtra') you can change the language to English. The word for settings is 'instellingen'.
