Looks like a previous owner had an aftermarket gasket, which compressed the pad and the cotton, then removed it before selling. I suspect if you remove all the innards for a day or so they’ll decompress, and fill the space properly when you put everything back in. Or you could just get a gasket yourself.

Shipping took a total of 8 days last month, I just hadn't posted about it until I actually tested them very recently.
They come in a 5 pack for under $5, each individually bagged. They're a perfect fit for your Zippo lighter. Problem with other flint tube assemblies is that they might have the fine thread pitch on the screw that are not compatible with Zippo lighters. I verified that these are a perfect fit.
I took a picture alongside a genuine Zippo one, I'm betting you can't tell the difference at a glance, especially since over the years even Zippo ones had quite a bit of variance. The only way I could tell definitively that this is not a genuine part is that the slot is cut flat, while Zippo screws are cut contoured to match the round edge of a coin.
If you genuinely need only one assembly, then I did buy a few extras. I'd be willing to drop one into an envelope and send it for $2 if you're in the US, though honestly you may as well not be a total cheapskate and get a few extras for yourself. I mean come on, the out-the-door price from Amazon is less than $2 each if you buy in quantities of 5. But then again, I know that my batch fit, is it possible that the seller may go out of business or change the thread pitch because they are somehow restricted from selling Zippo replacement parts? Who knows.

Anecdotal and in no way thoroughly tested or scientific, BUT. I've seen it claimed that the evaporation rate is slower on the armor lighters so I got one. I got some after market rubber gaskets for under ten bucks for four and fitted them to some of my lighters, though I've only been using my new armor. These are the ones I got, but there are other similar gaskets out there. The images in that listing look kind of like they removed the felt pad, but I just left everything in place and shoved the gasket down over it. My impression is that there is a pretty significant reduction in evaporation and I've had to refill much less frequently. That said, I have not been systematically tested this in any way and it's entirely possible I just haven't kept close track of when I'm filling it.

From what I've seen, Zippo doesn't do brown very much. This is their brown, but too dark for FDE

FDE also seems to be a range of shades, depending on the manufacturer. If you really want something specific, you can probably duracoat or cerakote one yourself.

No one asked about your budget, honestly I'd say go to amazon and search "zippo replica" and I'd personally start with one of those. First of all, they are fairly priced, plus you get a feel for the vintage side of the zippo collecting without paying crazy money. Believe me, you would want to start cheap and keep some cash available because once you get your first one you will get hooked. Check this one. It's a replica plus it has a very zippoish design.

This is the insert I got her as a stocking stuffer since she hates how her normal one dries up when she leaves it for a while. Cranked the dial up since in my experience you normally have to to get a decent flame and lit it. Almost lost my eye brows and I'm glad I tried it before she did since she probably would have dropped it. Lol
There are a couple things you can do. Zippo does a pretty poor job at assembling their lighter inserts and there is a better way to repack the guts to get better performance.

If you want to go all out, then repack it with a superior and more absorbent natural cotton called Cotton Bacon. It can be found at Vape Shops. The same YouTuber talks about it.
You also should do "the bag trick" where you seal off the bottom with a small piece of plastic like from a ziploc bag. That same youtuber talks about it in some of his fuel saving videos
Having your wick at 3/4 the height of the chimney will prevent some evaporation compared to full height.
Keeping it cool helps. Having it in your pocket all day isn't the best for fuel evaporation because your body heat warms up the lighter and leads to fuel evaporating faster. Many people get the little holsters from Zippo and wear them on their hip. Get the tactical/nylon pouch though. I hears the leather ones chew through the finish on lighters.

Refill every week. Maybe every Sunday morning. Just making a habit of it will always keep it topped off, keep things saturated which will not only increase performance but longevity as well. A dry lighter is more prone to issues such as the wick not having enough fuel and burning itself. This will lead to a charred wick and going though wicks faster.
Some other tips but not very practical in my opinion: always keep stored in a ziploc bag to prevent evaporation. Keeping a small piece of bicycle tire rubber or a rubber band around the lid seal to seal thing up. Getting an aftermarket case that has an O ring.

Try this. These were a perfect fit for Zippos. I say were, because this was back in July. There's always a small chance that the maker may change the specs because they are not an official Zippo seller.
Other similar lighters come with screws that look like they may fit but won't. Zorro is one example of this, their thread pitch is finer.
Or you can send your lighter back to Zippo and they will send it back with a free screw or insert or whatever. But you're paying postage.
Or you can contact me and for a few PayPal bucks I'll mail you one of those screw assemblies that are guaranteed to fit. It'll be the same as one of those in the Amazon link but I promise it will fit a genuine Zippo.
The chimney on the insert is solid metal. You can easily grab hold of it and yank it out with pliers. If you are worried about marring the surface of the chimney, you can use something like a piece of rubber packing sheet to cushion the jaws of the pliers.
You can also use a strip of that sheet to help you grasp the body of the lighter as well.
You may want to fold up the cam so it's resting against the chimney before you do the final pull though. This is to minimize the chances of it catching on something when you do that final tug.
While adding lubrication to the insert is not a bad idea, it can also make things harder on you as the lubrication may get where you don't want it and make it harder to grab a hold of the lighter. I actually use a butane or arc insert to help "stretch" Zippo lighters a little, because occasionally they can be way too tight. Inserting and removing several Times can help loosen things up a little bit. I've done this process on many lighters in the recent past, so I know this process works. Well, at least it works for me.
Flint spring screw assemblies are a dime a dozen and missing that wouldn't affect its sell value at all to a collector. It's unfortunate that Zippo doesn't sell the part individually, the only ones available new are third party ones, which you have to be careful because some will not fit that lighter.
If you intend to sell it, then don't worry about it, it has a negligible effect on value. Just make a mention that it's missing (or have clear pictures show this) for the sake of full disclosure.

The link above was a perfect fit when I bought it back in July 2021, but there's a small chance that the specs may change and that for some reason the screws in the future may have the wrong thread pitch. Many clone lighters use near identical parts but often have flint screws with different thread pitches, like the Zorro series lighters. If you try to force a Zorro spring into a Zippo flint tube you may do irreversible damage to that flint tube and you don't want to do that.
An alternative is, you can send that whole lighter off to Zippo and they'll return it with a new flint screw that's guaranteed to fit. Problem solved. Except it'll still cost you Five-ish dollars to mail it to them anyway and be without that lighter for several weeks. But that's another option and it's up to you.

So in the US we have these things, called thumb tacks or push pins and as some have found out, they are very close to the perfect size for a Zippo hinge pin, at least for Zippos made after 1956. They're really dirt common in offices and schools, for example.
Anyway it's worth a try. Just smash the plastic bits off and then snip the pointy end and cut it to the right length. It should slide in pretty easily. Your Zippo may need more work of course, maybe the hinge is worn out or the pin will be too loose or some other issue, but what's the worst thing that can happen, you damage and hinge and have to send it to Zippo for repair? It's no different than the position you are in right now.

You don't need a drill. You can buy a single drill bit from Amazon, a 3/32" bit. I'd get this one for less than a buck, and you don't even need to wrap any tape around it to give you some leverage for twisting.

Given how long the back and forth with Stinger is and the insistence that it's not budging, I ask that you post us a picture of the open lighter along with a picture of its bottom before I insist that you apply more force to removing the insert.
Having said that, the most brute force method I've used to remove a stuck butane-style insert with a solid metal chimney is by using a pair of pliers to grab the chimney while I grip the body. Wrap the plier jaws with electrical tape to minimize marring of the chimney. electrical or duct tape is the minimum I would use, preferably use something grippier like rubber plumber gasket material.

Cut it up and use pieces both for the pliers and for wrapping around the body so you can take hold. It will pop loose if it's intended to pop loose (see my request for pictures first...). Using that rubber gasket material I've been able to separate stubborn inserts from bodies even without the use of pliers. Probably helps that I've been single in my life more than being in a relationship, but it's probably not the real difference maker. Please note, you do not want to use this method on standard lighter chimneys, only solid chimneys on butane/arc lighters.
Make sure you have the cam in the "closed lid" position as well. It's possible that if you're applying real brute force to remove it (see my request for pictures first...) then you might catch the cap on the lid in some unfortunate fashion that causes unintended bending.
Gotcha. Go look at the link to the Glen Zippo page I originally provided. There you will see a picture of a solid block of rayon synthetic fibers, specially molded to slide into the insert. The wick gets bunched up at the very top of the insert, making for a poor absorber of fluid. On inserts outside of this range, they just take four or five balls of cotton and stuff them inside, allowing the wick to get "woven" between the balls to allow for more even and thorough saturation and fluid movement up through the wick. The rayon block can't be separated into chunks without permanently destroying it, it's very sensitive this way. It also doesn't hold its shape very well, I made the mistake of trying to wash one of my really filthy ones, thinking it would spring back after I washed it, but it's remained permanently shrunken from washing.
Anyway take a look at OP's picture, and compare it with the picture from this Amazon link, where you can clearly tell the non-rayon fuel cell inserts are just a bunch of cotton balls.

Evaporation will always be an issue with a Zippo type lighter, unless you get a butane torch insert. If you're smoking cigarettes or cigars, you may want to go that route. You could try these as well. I recently ordered some, but haven't had them long enough to really be able to judge how effective they are.

When changing over (every few months for me, I want to use all my zippos!), I generally wait until I've run my current one out before filling up the new one. I bought the armor facet a couple of months back though, and now my 2 Christmas presents aren't looking likely to be used!

Brushed or Street chrome for under 11 bucks and both are prime eligible. Street chrome is la finish that looks pre-roughed up. If you are going to EDC the lighter these are the 2 bests finishes to get (I prefer street, but either or). For 4-5 bucks extra you can get a brass finish if that's more your style.
Depending on your use, you may want to consider getting a butane insert vs fluid insert, and I know I may be in the minority here but hear me out. The fluid insert will bleed vapor even if you aren't using it. If you can get into a habit where once a week you top off the fluid, then no worries, you'll be perfectly fine, just keep a flint under the felt pad and you are good to go. If you aren't really a smoker or you don't think you'll remember to top off the fluid every week a butane insert is "set it and forget it". They do not bleed fluid so you can fill it up and not use it for 3 months, pull it out and it'll work the fluid inserts will not do that. I have both, for my EDC zippo I have a butane torch insert, just my personal preference. If you want to keep the fluid insert, one thing I could recommend is to get a pipe lighter, the only difference is the insert (and a small pipe art on the front) but it's more versatile in my opinion. If you remove the shield from the top of the chimney you get a standard vertical flame, but you can flip it on it's side and still get a good flame but you are sacrificing some of the windproofness.
What are you trying to do to it? Almost seems like it'd be better to buy another one or trade with someone to get something without that symbol on it and then go from there.
