I think the game could definitely profit from that, thus becoming much more "positional". If ZoC were introduced as a "core mechanic" (i.e. all units would have it, like the standard attack/break/move/rest/use-horn "abilities"), that would require a rebalancing sweep across the entire game. They could, nonetheless, start by ZoC being an active ability in some standard class, raider or shieldbanger.
Tahira: Echoes of the Astral Empire whose combat was heavily inspired by the BannerSaga has ZoC as a core mechanic, and it works nicely.
Alright, so not completely perfect, but its on hard, no injuries were had (I think), Egil is alive and all battles were won.
