You'll want a program called FFDec. It requires quite a bit of learning but it's not horribly difficult. Perhaps you can pm biosmanager and he'll give you a download link to his already edited version? I'd suggest a download link but it seems to be against the subreddit piracy rules :/

You will either need to get Adobe Flash Pro or use JJEXS. You will also need to extract the files from the interface.ba2.
You will need to edit the 'levelupmenu.swf' but will also need the fonts_en.swf a long with it, at least while you are editing it. Than you will need to create new sprites and animate them. I guess you could also leave them still frames but it might be weird as everything else is animated.
You can at least get started by opening up the swf and taking a look at the file. If you are only looking to move A to X and X to A than it might be less work. So loot at the file and than decide if you need to look at flash animation tutorials, photoshop/gimp tutorials and there is probably a JPEXS tutorial as well.
Download this, open an SWF file and extract the images using it. But you won't get better quality than the ones present on the Wikia, they're actually stored as JPEG + transparency mask inside the SWF files, hence the artifacts.
I think you mean .fla files. Those can be deconstructed by an SWF compiler. The individual parts in there have things like hair, skin, you get it. I’ll link one now.

I dunno about SWF but it can play FLVs (Flash Video) at higher speed.
The odd thing is that SWF isn't really a video file format. SWF is a compiled/packaged Shockwave Flash file, which could contain a lot of things.
You could try a Flash Decompiler on the SWF files. Look for an 'extract resources' function, that might let you dump out the raw FLV file if VLC can't play the SWF natively.
I don't know of any stock images possibly used there, but if you're just trying to piece it together simply to attain a higher, wallpaper-worthy quality then I recommend downloading the flash itself and decompiling that file.
Personally I use Firefox to download the .swf (flash) file and JPEXS to decompile it. You just open up the page with the flash in Firefox, download it from Firefox's handy media section, and then open it up in JPEXS, and bam; every individual image, layer, and animation that makes up the flash is available to pick apart and zoom in on (while keeping quality).
You can see what I mean in this album. I didn't re-piece together those quality rips to make it look like it does in the flash but it's easy to do with any image editing software that supports layers. When exporting the images it offers to save them zoomed in and I chose 1000%, which resulted in huge dimensions but didn't make them blurry or grainy.

You will need JPEXS Free Flash Decompiler. I can't link how because am away from my main computer but it's easy. Mess around with a backup of any file. It's considered a header ( or a flag ) so it will be noticeable. Most of these files are set to 23,24 and 30 fps so the number will stick out.
You will have to make the changes on every file.
Do not download any of the mods that make the UI 60 fps. That's because they will overwrite many of SkyUI's files.
Try out a flash decompiler like this one. Bear in mind that you will need a version of Flash CS or whatever it was made it to actually open it. This is usually paid for. What you can then do would be fairly tedious, but you'd have to read through his action script or object layers to find the links to the server. What you can then do is just pull all of the images down that the flash file uses and just see if you can link them to a local directory.
Like what /u/Slippery_Fat_Man said, I am more familiar and comfortable with batch scripts. The only other language I have good command is Fortran95 which is probably not a better option. Sure batch scripting has some major issues and limitations, but overall it is not particularly painful as long as you have good libraries/binaries to work with. The developers of ffdec has been instrumental in making this project possible by creating a number of CLI functions specific for this project, and I can't thank them enough for it.
I do plan to port it to a "real" programming language once I have added every feature that's needed. Somebody in the linked post suggested that I integrate it with KancolleCacher and I quite like this idea.
To make edit rooms in the original you are going to need a few things. First you need to get the swf file of the game, there is a tutorial HERE that can help. Then you will need to download JPEX flash decompiler. Now when that is finished installing open it you will need to add the Isaac swf file to that program (simply drag and drop the swf file in to it) and you should have a screen that looks like [THIS](). Then click on the sprites tab, Each room is it's own sprite and I found which ones go to which

Now just expand one of these sprites and then each frame of each sprite is a Room. Just expand one of the frames in it will give you two kinds of tags RemoveObject and PlaceObject, don't do anything with Remove Object but with PlaceObject you can click on one it it will have some things on the right for you to mess around with, It should look like [THIS](). Now there is two things in here you want to change, there is the CharacterId and the Metrix tab. The characterid is what the kind of object is (item pedistal, rock, etc) and the metrix tab is where the item is placed in the room. I can go more into detail later because I need to sleep D:

If you hunt through their e621 pages, you're likely to find the original flash video/game/whatever. Depending on how it was made, you may be able to extract the original picture from the flash download using something like https://www.free-decompiler.com/flash/ or some other flash decompiler/extractor.
I have had to do it for a few things that only came in flash form.
i would recommend using "JPEXS Free Flash Decompiler". Use that programm to extract all Isaac Sprites up to WotL from the "SpiderMod" version of the game.
(Source: Im the author of the "ReFlash" mod, which replaces all isaac sprites with the old flash ones.)
The GECK doesn't handle the UI files - they're in Flash/Scaleform. Some of the currently released UI mods were made with the JPEXS SWF decompiler, or maybe you could use the offical Flash tools (I haven't tried yet, don't know anything about Flash).
Still, it's not gonna be easy to do, since the two UIs work so differently. Regular Pip-Boy renders to a texture that gets placed on the actual mesh... not to mention the PA's UI is integrated into the same SWF as the rest of the PA HUD. Making it like FO3's Readius would be much easier to do - just make the Pip-Boy animation instant and replace its mesh with nothing but the screen object that gets the UI texture. I'm considering giving it a try myself, if no one else is doing it. Just haven't looked into how much NifSkope can do with FO4 yet

You mean the actual ! icon that shows up in the game? It's contained within hud_lib.swf, copy it over to the appropiate res_mods folder and open it in a program called JPEXS to find the image and replace it.
You can download them directly from game servers if you know the game's data structure. Alternatively an easier method is to use the KCV Cache Manager. Make sure you clear your browser cache before using it and it will save a copy of all game files to MyCache folder. Once you have the files you can open them using ffdec
Of course you need to know which swf file contains the images you are looking for. If you are not sure let me know and I might be able to help.
Start by downloading JPEXS
The is a .swf
file that can be found in the same folder as the game files (.../win32/
). Unpack it with JPEXS and you can extract the banner assets.
JPEXS Flash Decompiler. I was going to do the same thing you did, too, with a different UI mod, but I have absolutely no idea how to work that program. Perhaps it'll be of use to you though with a bit of Googling and experimentation.
I just peeked at their web site. It looks like they are now calling it Adobe Animate, and instead of selling a license to own a copy of it they want to sell monthly subscriptions. Maybe I'm just an old fart, but I don't like the subscription model. I found this open source tool called JPEXS Free Flash Decompiler that lets me look at what's inside an SWF, but I don't think it will let me update them.
Regardless, I don't think this approach can solve the problem. It seems to me that this is an SKSE issue. Even if I can find where in the SWF to insert some code, I still need to know what ObjectReference is near the player's hands. I don't think I can do that without a functioning SKSE API. The SKSE function Game.GetCurrentCrosshairRef is always returning none, even if I have a prompt to activate something.
Actually it looks like almost all of Ghost Tablets format information is in the last 'DoAction' script and the can be edited in the free JPEXS Flash Decompiler.

Not sure if that´s what you are asking for... might be overkill but I give it a try.
Where the stuff is:
All the stuff that you can change is in: ...\WoWarships\res
Copy your stuff into ...\WoWarships\res_mods\0.5.2.1
This way you don´t have to overwrite the original files. Just make sure your folder and file names are exactly like the original ones.
The icons are somewhere in ...\WoWarships\res\gui. I think it was inside ....\WoWarships\res\gui\flash\crosshair_screen.swf. Could be one of those others too but one of those files has what you are searching for.
Now the tricky part.
It´s all in Flash and Flash sucks ass!
In order to open those swf files you need a decompiler. This one gets the job done. Inside those files are more files. The decompiler can extract them so you can change them and put them back in.
Then you need something to edit that bullshit. Buy Photoshop or use Gimp for free.
That´s very basic information but I think it will be enough to make you uncomfortable. You can ( I recommmend it ) install some icon mod from Aslains modpack and look inside res_mods. If you have no other mods installed the only file(s) you will find there will be the ones you need.
I am bad with explaining stuff but the important things are mentioned.

You can use https://www.free-decompiler.com/flash/ to view the source code. You can see the swf file link in the source code of the page clickerheroes.com. When you open the swf file, in the binary data, it will show that this looks like an swf file. You open that and you will find the whole code.

I've never tried to modify the game, but I did decompile the game using this program(I was the one that leaked clans to /u/jayeeyee). I don't have the knowledge to say it's modifyable, but you can definitely decompile it to get pretty much all the information about the game.
