Honestly, at this point anyone who is still pledging on Patreon (barring those who somehow haven't seen this drama), are being scammed.
You don't get to say you don't owe anything to the community when taking in 18k/mn from said community. And the bullshit "ItS DonAtiONs" excuse doesn't fly.
This project is dead as far as I'm concerned, and people are better off supporting OpenMW. https://openmw.org/en/
They've straight up added the armor as a funding perk for $550 and $1000 - "Unique Bear Armor from Poster"
Mother of god this actually worked. If anyone's too lazy to compile this in Visual C I have a compiled DLL.
Steam/steamapps/common/Skyrim/skse_steam_loader.dll
Alternate DL Link: Google Drive link
In 'Skyrim/data/SKSE/SKSE.ini' add the following line (If you do not have this file make one with notepad):
[NotPlacebo] GiveFirstBornToSheson=1
Use this file at your own risk. Compile with the instructions on the link if you are unsure.
I disabled Safety Load and traveled consecutively from Whiterun-->Solstheim-->Windhelm-->Whiterun-->Solstheim 10 times with no ILS. Superb!
Update: About 3 hours of playing with 0 CTD's of any kind! I even did the speedmult test and sped around the map TCL with no freezes, really nice. uGrids stable at 7.
Checking to see if it worked: Go to 'Documents/My Games/Skyrim/SKSE/skse_steam_loader.log' and check for the following line:
Sheson took your first born in exchange for more memory
I suggest you don't spend too long with NMM. It's miles better than installing all mods manually, but still has its problems.
Mod Organizer is your friend.
I've been using a port of <strong>Combat Surrender</strong> from Classic Skyrim for a while now. This is, by far, my favorite "yield" mod yet. Enemies have a chance of yielding after they reach a certain health threshold, from which you have a few options. Once you handle the other threats in the area you can either "loot" them by stealing their gear, let them run, have them kneel and stay in place so you can loot the surrounding area, and even pit them against their fellow allies. There are checks to avoid conflicts with bounty quests and (even better) enemies that are significantly lower level than you will surrender almost immediately.
Everything is configurable through the console or MCM if you're using the SKSE64 alpha, it doesn't have any requirements, and is by far the most consistent and efficient solution I've seen.
Here is a guide about porting mods to the Special Edition so you can try it out for yourself. https://wiki.nexusmods.com/index.php/Porting_Skyrim_mods_to_Skyrim_Special_Edition
You'll want to open up your modlist in <strong>SSE Edit</strong> and search up the FormID "0004E4E6" or EditorID "DA09Gem". There you'll see Meridia's Beacon in the left pane and all other mods that conflict with the same record. <strong>Here is a picture for reference.</strong>
Doesn't look to be free for PC. The article by Bethesda states that only PlayStation 5 and Xbox Series X | S owners will get a free upgrade, and that other platforms only get three Creation Club content for free.
It's very sad, but that work is untouchable until 2082 at the earliest unless the author's estate decides otherwise.
Mod author's really need to consider open licenses such as Creative Commons and GPL so that things like this can't happen. Your hard work does not need to be lost to excessive copyright legislation and can continue to be enjoyed and benefit the community.
We have a lot of quests in our upcoming mod Lordbound that are centred around moral dilemmas, so if you're looking for something self-reflective it'll hopefully satisfy your appetite :)
Two must have, from other sites:
Skyrim Realistic Overhaul - For base for your all textures. Actually... Must have mod.
Wyrmstooth - Still one of the best mods for new lands
This info has also been included in Bethesda's article on Skyrim 10th Anniversary, just incase anyone cared for a source outside Discord.
Looking forward to seeing what's to come.
Got any support for that statement? I did some googling and all I found from an “actual” armorer (and I use that term in quotes because there haven’t been any “actual” armorers in hundreds of years, only SCA, HEMA and historians) was this article from Kotaku where the author interviewed an actual armored who said boob plate would be dangerous to wear in battle. As a former competitive fencer, I certainly would not want large rounded protrusions on my chest during competition. You want your chest as flat as possible so the tip of the weapon slides off instead of sticking and scoring a point. The same logic should apply to real weapons and armors.
Mod package manager. Preferably something like Nix. Just imagine being able to share configs with other players, and just like that, they have a 1-to-1 recreation of your exact modding setup. Something goes wrong while you are modding? No problem, just rollback to the last known stable state. Testing just became a breeze. Atomic upgrades, rollbacks, and versioning for everyone.
This isn't exactly what you asked for, but it's similar. https://www.moddb.com/mods/dragonborns-war/ The mod author just gave us an update after 6 months. Hopefully he pulls through and gets some more people on the team.
I'd rather not say. For oblivious reasons.

Obviously I have to mention the "Death Alternative" mods by BralorMarr, the most popular of which being Your Money or Your Life and the lesser being Captured. For anyone who doesn't know, these mods make it so when you die, instead of being forced to reload you go into a bleedout. If you are damaged enough, you "die" and spawn somewhere near where you "died" and various things could happen to you - including having valuables demanded from you, or maybe getting a free weapon. Because you are in a weakened state, now when you die again you will actually die and be forced to reload. Pretty cool mod, although I don't use it myself.
Skyrim Realistic Overhaul. I think it's the best base available. A lot of people put Noble over it but I prefer SRO for most things. Most cities, caves, ruins etc.
http://www.nexusmods.com/skyrim/mods/1334/?
Mod Organizer is what most of the more serious folks have ended up using as of late. Blows NMM out of the water.
I don't have a solid answer to your last question, but I really, really doubt it.
As per my previous comment - I've set up a SurveyMonkey, which I think would be good so we can collate the community's response in a format better than just Reddit comments. I've kept it short for the moment, just to gauge the community's interest.
If anyone has a spare moment and would like to fill it out, or has a suggestion for it, let me know!
Edit: Since someone has asked, by "a total bar on forced payment for mods" I mean that modders should be banned from allowing people to download their mod ONLY if they pay.
You use the word "force" here a couple times. That's really an interesting point. I was about to note that this could all be voluntary and simply "encouraged" by the community, but I have to admit that the places where I've seen cathedral dev most successful (for example, Drupal), it is, in fact, forced.
I don't like that word, but at the same time, Drupal seems to have thousands of high quality "contrib" modules. Would they have more if they allowed more possesive licenses? Hard to say. I know people would be more hesitant to become dependant upon those modules.
EDIT: Added a link.

Hey OP! I said that a better modder could do this better but I decided to give it a go anyway. So here it is:
https://www.mediafire.com/?lyokmwv9j48pq5b
It's only a test, and it's not quite a book as I have no idea how to do this with a book. You'll find an Iron Dagger on the side of the fireplace in the Sleeping Giant Inn with the Mehrunes Dagger enchantment. It does no damage and has no value, but is also not player owned as I just realized. So steal it and disenchant it and you should be able to enchant other items with it.
Seeing as this works and I can do it, I'm gonna complete this mod but add these items to special places. No idea how to add quest markers, but I'll figure it out.
Hope it all works for you :)

Hey, before you get too far, everyone around here highly recommends using Mod Organizer to manage your mods. The Workshop can be very hard to work with. If you're early on in a playthrough, I suggest you uninstall the Workshop mods, install MO, install mods through MO, and go from there.
Awesome! The main Rails project I'm working on currently is a MADI - a RESTful API backend for Mator Smash and Merge Plugins. It needs to handle user reports, statistics, and smash settings . The MVP is just the API, but at some point it also needs a basic GUI so I can approve/delete reports. I'd also like to offer a data interface for other modding tools in the future.
I'm no C++ expert, but i'll take a look at it.

There is no reason we can't use proper licenses for our mods.
Mod permissions are not an adequate substitute for a legitimate legal license with clearly defined rights and responsibilities.
Especially the implementation on nexusmods, which is less than ideal.
What you can and can not do needs to be clearly defined, and it needs to be unchanging for existing versions, and it needs a history, and it should probably be legal.
> as a way to argue against mod permissions
not to mention nobody said that except you, but since you brought it up, good idea.
mod permissions should be removed entirely. proper licenses should be used. They don't even necessarily have to be open source, could be something like this which does not allow modifications, commercial use, and requires credits.
They don't even, technically, have to use a license at all. See https://choosealicense.com/no-permission/
No license basically means you have no permissions whatsoever, except the ones granted by the nexus TOS(mainly, the right for the nexus to distribute it and for people to use it when downloading from the nexus)

Lexy's needs some sort of batch download from nexusmods.com. It took me several days, at several hours each day, to just download the mods (300+?) required. I had some of them on hand.
I'm now at the point of doing merges, and discovered I may have installed a few mods incorrectly.
In other words, Lexy's isn't for the faint-of-heart, BUT videos on youtube suggest it looks amazing!
<strong>Hallgarth's Additional (Vanilla) Hair</strong> is all you need. There is a ton of variety, with hairstyles divided up by race, and almost all of the hairstyles added look as if they would fit right into the vanilla game. And if I remember correctly, a majority of them use vanilla hair textures as well.
While you're at it, download <strong>Better Vanilla Hairs</strong>. It's a mesh replacer for some of the vanilla hairs to improve their quality. In my opinion, they look great. Only note is that this mod is for Classic, so you might have to convert it.
No idea
It can be done, but it's extremely script heavy = don't do it.
Maybe, but you'll need a LOT of new animations. You need someone to make these animations, and these kind of guys are rare.
Yes.
Yes, no idea how script heavy it would be tho.
Maybe. Afterall, look how people changed the engine in Morrowing and Oblivion : https://openmw.org/en/ and http://www.nexusmods.com/oblivion/mods/45749/?
I was speaking more towards code review, public contribution, and honest to goodness version control. GIT submodules would sure go a long way towards making things like S.T.E.P. a tad less insane.
You'll want a program called FFDec. It requires quite a bit of learning but it's not horribly difficult. Perhaps you can pm biosmanager and he'll give you a download link to his already edited version? I'd suggest a download link but it seems to be against the subreddit piracy rules :/
Really you don't have to remove the skse warnings, they're just annoying.
I would like to point out that donation driven montenzation works.
The person here https://www.patreon.com/jephjacques writes a moderately successful web comic. The donations via that method alone not considering merchandising, sales at cons, and so on is $120,000 per year. That is a very good salary for a creative who works solely on a web comic supported by fans. With the size of the Skyrim community, it stands to reason that there would be far more than 3000-4000 of us to donate towards SkyUI.
If a comic creator can make $120,000/year with the system, do we need paid modifications to pay modification authors for what we want to see? Does schalngster need to be paid more than $120,000 per year to update an already complete version of software? If he thinks so, we can find someone else to pay the money to instead.
Wow. This is a lot to digest, and the information about the Nexus is worrying (but not entirely surprising).
I'm glad to see one of my favorite modders no longer supporting the paid mod situation, but I'm alarmed by the low donation rates. That's incredible. So many people post that they have/will donate, but clearly most don't.
I am really disappointed at Valve not letting you have more control over YOUR OWN MOD. That's disgraceful behavior on their part. This whole thing is a disaster.
Edit: What does everyone think of Patreon?
As a preface, I don't use STEP, but I have. My Load Order is based heavily on STEP, but does not use all of the mods therein. That having been said:
Yes, it is definitely worth it.
Also, to address /u/WolfDGrey if you're using Mod Organizer (which you should) you can overwrite any of the STEP textures by assigning them a higher priority than the mods provided by STEP.
Considering you only have a few mods, it's not to late to tell you to use:
MOD ORGANIZER

It's superior to NMM in almost everyway and you should definitely consider using it instead.

There's plenty of great texture mods for SSE, a lot have been ported over from LE or can be ported yourself. Is there anything specific you're looking for?
For big overhauls two of my favourites are Noble Skyrim and Skyrim Realistic Overhaul.
I would be able to move 2 of the existing ones to Bruma, but I'm not sure which ones. So I made strawpoll: https://www.strawpoll.me/16171252

I'm not really sure what the status on the translation for that is, been a few months since they've posted on here, anyway. It does say they managed to find a few people to help, though, going by the edit at the end. That doesn't necessarily mean more assistance wouldn't be helpful though, I'm sure it's a lot of work to translate a mod that big.
> Doesn't copyright itself mean that people need to ask for permission to use a work?
My comment is about how all public licenses I have found have clauses in them that allow redistribution.
> I also wish people would consider using the Creative Commons (https://creativecommons.org/) licenses more, but I can understand why they might not.
I agree. Do you think that is because even the most restrictive Creative Commons License allows redistribution?
From what I can tell, the tiles are going to be added in free to the Creation Kit, like they did with the root dungeon tiles, regardless if you buy the AE upgrade or not, so everyone can create Ayleid dungeons.
Edit: From the article on "The Cause" CC mod:
>Additionally, the Ayleid Ruin dungeon kit is being added to the base game as a free modders’ resource for PC, Xbox, and PlayStation systems, just like the Root Dungeon kit added in 2019. We can’t wait to see what new locations our amazing modding community designs with this new kit!

Ha! Good luck with destroying an immortal Daedric Prince. Doesn't mean you can't seriously kick them in the face, though - just ask Molag Bal in VIGILANT. :D
But yeah, as already said, upcoming Apotheosis should scratch that itch we all have with wanting to kick our resident Daedra overlords around.
AE will not be a separate game. Besides "next-gen console update", whatever that means, it's just a ton of CC content.
It's more like a Definitive Edition, or GOTY game bundle.
>We’re also excited to announce the most definitive version of Skyrim to date: The Elder Scrolls V: Skyrim Anniversary Edition. The Anniversary Edition includes Skyrim Special Edition and 74 creations, all 48 currently available and 26 to be released. Hey man, heres my ENB profile i use. its customized to make use of my GTX770 with 4gb VRAM but i dont see why it would cause you trouble. if it does youd need to change the available vram in enblocal.ini, thats not hard though

> Contracts cant be done online, a legal contract requires a legal signature and in any case, its not at all required.
That's not true. There are several online e-signature services which are legally valid. I personally use dochub. You can also always have people print things out, sign them, and scan them.
> 99% of the time updating mods in minecraft is fine.
I think you meant Skyrim here.
any modded files that is installed by NMM when you uninstall in steam will still be there.
the right way to do a 100% clean install is to delete the game install (steam folder: \Steam\steamapps\common\Skyrim) and delete the ini files in your documents. (\Documents\my games\skyrim)
vanilla BSA files can stay since they are so large
you can follow this guide if you want
also, you should start using the Mod Organizer instead of NMM
Use Mod Organizer (link). And a good guide on using MO: http://wiki.step-project.com/Guide:Mod_Organizer
MO takes a bit to get used to in the beginning, but once you understand how it works, it is like modding magic. All the headaches that can arise even when using NMM are washed away by MO. I can go on and on about all of its advantages, but in a nutshell, it has saved me countless hours in getting my latest Skyrim install running flawless (240 mods, no CTDs), compared to the headaches back when I used NMM.
I cannot check in-game now to search for configurations, but you can work around the issue using auto-hotkey. You make a script like "when you lift alt button, send another alt", this way the sprint is interrupted and it is like you must hold down the button to keep sprinting.
edit: the script should look like
> ~Alt Up::Send {Alt}
edit#2: if it doesn't work because you must lift alt to start sprinting, simply add another line that send a complete Alt just pressing Alt Down
> ~Alt Down::Send {Alt}
> ~Alt Up::Send {Alt}
To add to that, I'd personally recommend qBittorrent for the purpose, which I've used on a couple of occasions. It's open source and comes packaged with a few Linux distros, so it's not some ill-known, shady software.
As far as VPNs go, I use Proton VPN, but a more mainstream choice like Nord VPN (thematically appropriate for Skyrim, as it happens) or TunnelBear may be more appropriate for most folk. Proton does actually have a pretty good free trial though, if you don't plan to continue using a VPN longer term.
Because there are more people than you reading this thread. You dont need to know what it does just that it does all the good things we as modders require in order to have a stable and structured game that works to our best knowledge.
I explained what it did, but your adamant refusal and stubbornness to not even read the change log let alone use something that is clearly in the best interest of you and everyone else that intends to mod the game, let alone play it is ignorant at best. But you've never run into anything in the game, so there must clearly be nothing wrong. And so, I refuse to allow that to be blithely passed on to someone else that happens by this thread because it has the search keywords for unofficial patch.
Sorry to break it to you but the universe doesn't give a fuck about you. It's a really good book, for free on Amazon Kindle. You should really check it out.
The truth? "it mostly fixes pointless stuff" - someone who refuses to read the change log because they are lazy. Offends me. Thousands of people come here looking for help and are willing to put in the work to learn how to do things right. Thousands more really don't know but are willing to learn how to learn and put in the effort. Then there are the other thousands who come here looking for someone else to do the work for them, fine w/e it might help someone who is just reading the thread months down the road. Then there are those like you who think they know better and refuse knowledge and wisdom, even when it's handed to them. I find that to be a slap in the face and spit at my feet. Wanna see rule 1? Respect.

If you're interested, you could help out on the Delphi side of things. Delphi is similar to C++ and C#, and is what TES5Edit is coded in. xEditLib is my project to expose xEdit functionality through a DLL so we can leverage the codebase from other, more commonly used languages (such as Python, Javascript, and C#). Specifically because you have C++ experience you may be able to help me figure out how to return arrays from a the DLL, which I've had a lot of trouble with.
For making the mod manager work I ended up using Lutris + modified their YAML script here.
You may have to do a bit of tinkering for it to work. The script references an old version of various scripts used here https://github.com/rockerbacon/lutris-skyrimse-installers and you just need to change the URLs to use the new ones instead.
I'd write a more comprehensive list of instructions but I myself don't know if that is 100% the solution (mostly because I forgot). I can try and recall what I did and write a better set of instructions but its a start. Will edit this comment when I do.
You may have already seen this, but one stack overflow post attempting to do something similar reported that boost 1.60 worked for them.
For anyone who doesn't check the Apotheosis ModDB page every other day like I may or may not do, the mod author has said Apotheosis is now looking like a 2019 release, not 2018 as originally thought. Not really a surprise, and the author is doing amazing work (judging from the screenshots they've been posting over the past few months).
Created a shared Excel doc. Enjoy.

Happy Saturday:)
I'm not sure of any program/service that'll do it automatically, but if you download Audacity, I'm sure there is a simple tutorial out there that'll teach you how to get a decent enough effect.
As for legality, I'm almost certain it is. Just think about how many mods are just recolors of existing textures or just pitch altered sound effects. Same principal should apply to music. As long as the songs from the game and are going back into the game, it should be all good.
>Mod descriptions are intended to be read and don't have a bunch of legal jargon.
Do I really need to read every texture mod I install when all they're doing is replacing a few swords or brooms? I don't think so.
Descriptions are important for complex installations like Perkus Maximus, ASIS or anything with it's own installer/updater, but most mods don't come with BAIN installers or anything other than a few esps/bsas/folders.
Like online agreements people can't be assed wasting time reading the same info. Unlike online agreements you can't be fucked over legally by the small print so it encourages people to ignore and spam useless questions.
In regards to the OP and your comment though people who ask questions before reading the description are probably lazy, more often than not.
On a slightly related note, just use https://tosdr.org/ for ToS because whilst 99% of the jargon is the same you don't want to be fucked by the 1%.
You'll need to unpack it as it should come as an archive.
Basically use something like 7-zip, which I think is the one they recommend anyway, and unpack the files into Skyrim's main folder. Not the data folder, but the folder that has the game launcher in it.
You'll also need to launch the game from skse_loader, either directly or if you're using a mod manager (which I'd recommend) by having that set to launch the game via that file.
A Patreon style system where people supported specific modifications they love would have been a great way to go about it. There wouldn't be as much friction, modders wouldn't be leaving the community, and Valve wouldn't be facing a mountain of legal issues over stolen moral and copy rights. There are so many better ways that could have been discussed if there was any hint about this instead of them dropping a huge steaming pile right in our laps.
I love playing Skyrim and I've probably spent far too much time in it. With that said, I would rather burn what I love to the ground with my own hands than see it turned into something as corrupt and evil as this. The true modders are having their resources stolen and uploaded to Steam where they are used to commit criminal fraud on Valve's platform. That is wrong and should be stopped. A few take downs is not going to be enough.
I'm one of the developers of the SublimePapyrus package. I used Notepad++ when I started and I even updated the auto-completion definitions, but switched to Sublime Text quite a while ago.
I think that the main advantage of using Sublime Text when working with Papyrus is that all the auto-completion and syntax highlighting definitions are more up-to-date than those available for Notepad++ on the CK wiki. SublimePapyrus also adds definitions for SKSE, SkyUI SDK, JContainers, SkyUILib, etc. There are a few additional features that you might find useful (e.g. inserting the keycode used by SKSE's RegisterForKey function by selecting a key from a list). You can read more about the features implemented in SublimePapyrus by following the link at the beginning of this post.
Notepad++ has the advantage of being able to show descriptions of functions when suggesting an auto-completion.
EDIT: In general Sublime Text has the following advantages:
- multi-platform (Windows, Unix, Mac OS)
- easy to extend (Python is used as the programming language for plugins, new menus and build systems can be implemented with JSON-formatted files, etc.)
Atom is another option, but at this point it still feels too sluggish compared to ST to use on a regular basis. Atom does have a package for Papyrus. Atom also does have a nifty markdown preview feature for when one needs to write text that is to be displayed on GitHub.
You can use this guide to completely remove all mods from your Skyrim installation.
Oh, and do try out Mod Organizer. It's much better than the abomination that is NMM. Just saying.
Manual install, automatic install, and updater for 1.3.5->1.3.9 to 1.3.10 are available.
Since you haven't invested much work into NMM yet, think about starting with Mod Organizer (MO) right away.
The learning curve is a bit steeper than for NMM, but it pays off.
Your Skyrim directory is left untouched. You launch Skyrim from MO and your mod configuration is dynamically linked to, but your Skyrim directory never changes.
It can automaticaly sort mods.
It supports multiple profiles. Especially when you start modding, chances are you play around. This allows you to have multiple sets of mods that you can easily switch between.
Since mod-data (like skripts) is saved in your save games, these can also be linked to mod profiles. Even ini-files (skyrim.ini / skyrimprefs.ini) are linked to profiles.
Likewise, if you plan to use ENBs, I highly recommend using ENB manager and changer. When you try out ENBs to see which one you like, being able to switch between them with the press of a button is heaven sent. In this case, I personally think installing ENBs via this helper is easier than to do it manually. It's a JAVA program, so you need to install a JAVA runtime environment.
think before you install something
read the hole mod page before you install a mod.
if the mods you have at the workshop is on the nexus you should unsub from them and delete the ESP/ESM/BSA files in your Data folder (your Data folder should only be for vanilla files and SKSE/ENB) and install them again with MO.
Use Mod Organiser
It doesn't install anything to your skyrim folder so you don't have to worry about overwritting files. Also you can customise and save multiple presets of mods. So you can jump between your Skyre Frostfall Hunter character to your Requiem Mage just with one click.
I made the move to MO last month and I have no complaints. Took me a little while to get the basics but it's awesome

Yes, Death Alternative - Your Money or Your Life by BralorMarr with his addon Death Alternative - Captured are exactly what you are looking for.
It does seem to be de-listed doesn't it?
I clicked the store page link from my Steam library and it got me this. So I think it's available; however I'm hopeful there's a link somewhere to the legendary edition (that comes with all DLC, important for modding, and is hopefully much cheaper than buying it on the page I linked).
To answer your question, many of the most popular mods have been ported to Special Edition (SE) and it has a some gems of its own. Being 64-bit it's naturally more stable than the original.
I use SE, but there are enough mods only available on Oldrim make it worth your time. If you wanted to use an ENB, for example, which is a series of post-processing graphics mods, Oldrim has more sophisticated options. Some modding tools, like Skyrim Script Extender, have only recently come to SE but have provided Oldrim with advanced mods for years.
EDIT: It seems links to the Legendary edition now just reroute to the Steam homepage. If you want Old Skyrim, the links in this thread are the place to go.
Can somebody test my first follower mod please? I really look forward to uploading it to Nexus, but would like to have it checked before. Here is file. It's Rincewind the Custom voiced follower, and when I tested the file on my gf's PC, she had the grey face bug and couldn't use follower functionalities after she did the little quest. I think I have included everything necessary, maybe somebody can point me into the right direction? Thanks in advance!
I always wanted to see someone do something with Kevin's assets from his abandoned cangloong city mod. Kevin is now making his own game now. He has been giving people permission when asked.
Kevin has made so many Asian style exterior assets. They are a bit low polygon and low resolution, and there are no matching interior assets, but still way better than repurposed and detected vanilla assets. Could be good for an akaviri style new land mod.

An incomplete beta version of the mod has been released. Not hard to find.
The entire mod has been rewritten from the ground up.
I encourage you to take a look at the new website designed to support this mod, it should help answer your questions.
At some point soon, I will do my best to put together a change log. Because of how long it will be though, I have questioned its value.
>I don't possess the DLC
That's a serious impediment to modding these days.
Skyrim Special Edition is about 18 Earth Moneys on Green Man Gaming right now.
So far it seems I found optimal balance with SMIM plus Realistic Overhaul. Neither of them is overdone.
I would love to see The Last Dragon completed and revoiced in English. Similar concept to Odyssey of the Dragonborn -- massive end game quest with multiple chapters in which the pc must travel to points all around Tamriel, even Akavir, to end the Thalmor threat once and for all. The first two chapters are available in Russian on a Russian gamer site; I have no idea how many chapters are ultimately planned. Their Moddb page seems kinda dead but their website still seems active. https://www.moddb.com/mods/the-elder-scrolls-the-last-dragon
If you don't have photoshop, gimp is the way to go. You'll need the dds plugin to export it once you're finished, and to import the file.
For the actual retexturing process, I'd suggest looking at some of the standard recoloring tutorials for gimp - don't search for skyrim-related ones, instead, focus on finding tutorials for generically changing color A to color B. Things like car color, etc. Look for "layer masks" for the easiest way to handle recoloring most stuff.
Worth noting that you don't need to import the mipmaps when you import it to gimp, but should generate mipmaps when you export it. Settings for exporting in tutorials about retexturing skyrim files are still accurate today.
If you're having specific issues, feel free to PM me or ask here.
Other than that, practice with image manipulation will make you better at image manipulation. Good luck!

Not sure if you're trying to come up with something more fancy with custom meshes, textures etc. For a basic follower, this guide is one of the most detailed ones. Just remember to pick the correct voice type to get the dialogue to appear.

There's a limit to what we (modders) can modify. We don't have access to source code and we certainly don't have access to lower level parts of the engine. The best we get is code injection with SKSE, while awesome things are possible, it has its limits. So a 64 bit re-write from modders would be nearly impossible.
I'll put it this way, Morrowind from 2002 is being re-created in a project called OpenMW where they are completely re-making the game engine from scratch. There's still not done and that was a much simpler engine and they've been working at it since 2008.
Skyrim? No.
But there's open source engine in works for Morrowind called OpenMW and since it open source, there endless possibilities for stuff what was impossible for Morrowind\Oblivion\Skyrim engines. New combat system? Multiplayer? Mobile devices? Who knows...
