Along with a Highly moisturizing Eucerine lotion (found at drug stores or Walmart) with 5% urea in it.
This regiment has completely cleared up the skin issues that were starting to developed on my little guys skin - I also had it approved by the vet.
I would also caution against coconut oil - it may work for some dogs of course, but in humans it’s highly comedogenic (clogs pore) - I know some humans claim it works for them and I’m not disputing that just giving my two cents/some info. If the issues your pup is having are plugged follicles his skin may be too sensitive for the coconut oil. Good luck!
Just saw this post again and realized I didn't mention brushes. We've gotten some professional groomer recommended ones over the years but the one they like best is just this $10 one off Amazon. It gets out tangles and doesn't pull.
On their bare skin, for my hairless I don't use a brush. Occasionally I'll use a bath pouf to wash his body with the tea tree soap instead of just lathering him up by hand. But normally, rubbing him down with a towel after a bath is exfoliating enough (plus he loooooooves being towel dried, you should see that tail wag). I bathe him about every two weeks in the cold months but more frequently when it's warmer and his allergies are acting up. I do wash his pee-pee paw every morning, year round, after pottying him (boy dogs! always getting that one front foot wet!).
I'm not sure about the soothing spray your doctor recommended. I can't think of a reason why mine would need a 'soothing spray' unless they had a skin infection, in which case it'd be an antiseptic and antifungal. Some crested owners use coconut oil on their dogs, for it's food safe, moisturizing and antifungal properties. But my boy doesn't need the extra moisture. When his allergies are really acting up, I notice him sneezing a lot and his skin seems extra fussy, I take him to the vet for a Cytopoint shot, and that resolves his issues for a while and helps him rest easier.

I also have a medicated one from my vet from when he was having breakouts as a puppy but we don't use it much anymore.
As for baby wipes anything unscented! I get mine in bulk at Costco. I avoid Huggies because they just seem to fall apart.
Toothbrush and toothpaste again I got from my vet. But I constantly forget to brush his teeth so I started giving him a Whimzees dental treat (size small) every day at lunchtime. The vet is very impressed with his teeth so must be doing something right, haha!

Adding to this: for walking, I'd definitely recommend a harness. Our powderpuff would choke himself anytime he even lightly pulled on a collar, so we always used a harness. We used one similar to this one and he never had any choking issues on it (he did occasionally with other harness styles). If you can find a version of this harness made out of hairless-safe materials, I'd highly recommend it.
Also, not related to harnesses, but I'd also recommend training teeth brushing early, as they're notorious for having bad teeth. We rescued ours when he was 3, and when we tried to brush his teeth, it took two of us just to hold him down. We never tried again after that. Please, save yourself some stress (and dental surgery) and brush their teeth from the start.

Amazon has a ton of options.. and a lot of them didn't work for me, but here's my go to when it starts getting colder... its thin enough you can put a coat over it but almost think enough to help keep them warm.
