(I'm not aware of any programming-specific subreddits, but) there is a neuroscience/neuroinformatics Q&A site called NeuroStars (neurostars.org) which I'd recommend, it has at least some people from the same general community that gave rise to the neo format. Or you can try the NeuralEnsemble mailing list (https://groups.google.com/forum/#!forum/neuralensemble), which has many of the neo developers on it.
