I've been using calibre for epubs for years. Will even transfer to your device. It has many features, best one is you can download Metadata, I like to use the goodreads script.
Not that I know of, I just set the default reader to that other program through Windows. I right-click in Comicrack, then choose Reveal Book in Explorer or use a lightweight quick search program like Everything by voidtools to pull them up.

There is a very easy way to create this file yourself. If I get a chance this week I will type it out.

I use it primarily for organizing my collection. There are great scripts available for it, the best two for me being Comic Vine Scraper to add comic details and Library Organizer to rename and move files.
To Read, I actually use YACReader on my PC, and CDisplayEX paid version (free version has extremely annoying ads) on android tablet. These are both still actively updated.
I used to use an Asus 12" chrome flipbook that folded up into a tablet, and it was a great size with brilliant picture, but it had a glossy screen that made reading in an airport with the overhead lights horrible. Even an anti-glare screen film didn't help a lot. The android operating system was a pain and the ComicRack mobile app didn't scale on it.
I still read a lot on my Note 10+ phone, which is almost a small tablet using the Comicrack app, lol.
I tried an iPad this year, by far the best tablet but again a glossy screen and the software just didn't work out with ComicRack.
What I finally ended up doing was buying a $300 Motile light laptop from Walmart that has a matte screen and a light up keyboard. Runs Windows 10. It's really quick. I just remote desktop into my main PC using Chrome remote desktop and use ComicRack and whatever comic reader I want (Cover, MMCE, etc.) Easy peasy. And all 43,000 of my comics are right there. I can't say enough good things about this laptop. I thought it would be crap at that price and barely run anything, and it was going to be strictly a comic reader, but it's actually great for everything except graphic intensive gaming and I use it all the time now.
I haven't tried Ubooquity and webserver stuff and have thought about it, but using remote desktop is simple.
