You don't need a subscription, but if you're going to drop $350 for a console, probably you're going to play more than just GTA alone. I know certain other games need a subscription to use to its fullest extent. (Also: I justified my reasoning for listing 7 years in another comment).
So yeah, for less $100 more than you would pay for a console this PC can run GTA at least at max settings in 1080p60. A pretty large improvement over a console.
Pro tip: This site runs like utter shit and takes very long to load even on an enterprise quality connection.
