In the US, something like this is sold, but I have never, ever seen such an outlet in use, anywhere. it would be considered a very niche installation.
99.9% of outlets here do not have a switch. (on the recepticle itself - it is commonplace to have them wired to a remote wall switch.)
EDIT: Scratch that - the item I linked is a switch and an outlet, but the switch does not control the outlet. I'm not even sure that such a device is made here.

I shattered a borosilicate coffee mug (this one) by dropping it in the sink. I think people here are a little overconfident in borosilicate. Tensile strength is really not the only metric that matters for impacts. It matters most when the material quickly changes temperature, which is why borosilicate is so popular for cookware.
Borosilicate is not a magic supermaterial and armorglass is a bad name for it.
