I'm not sure what you mean by "one level", but this is an intensive course over one year, 30 hours per week, A1-B1 for 2170€ http://www.tudias.de/deutsch-als-fremdsprache/intensivkurse-studienvorbereitung/
Now weirdly enough, I couldn't find an English version of this website, if you want the course description translated you could head to /r/translator, everyone there is really nice and usually quick to help.
While you're looking for a course, you could start at duolingo, which is free
According to a local newspaper most of homeless people sleep in Dresdener Heide, Alaunpark and Großer Garten, so I would rather avoid these places.
Although the Dresdener Heide is a really big forest in the northern part of town (just behind the Neustadt) and you can find some really secluded places there, and you should be ok if you go deep enough into the forest. The Großer Garten - it's our local Central Park, it's next to the old town, so it is crowded on the weekend.
I would try the Bienertpark in Plauen district, it's a good neighbourhood in general and the park transforms smoothly into a forest.
Beispielroute: https://openrouteservice.org/directions?a=51.055604,13.731021,52.29909,13.258051&b=1e&c=0&g1=-1&g2=0&h2=3&k1=en-US&k2=km
I checked, there's no bike lanes there, might be older unless that sidewalk works as bike lane too?
Nice. For Android, there's the popular Öffi app, which can also do this in a widget. Simply mark the station as a favourite before.
Vielleicht vom Trümmerberg am Ostragehege aus?
If the weather is nice a short trip with the tram to the Fichteturm is worth short visit. It's a local lookout tower. It is open from Thursday to Sunday from 10-18. Entry cost is around 1€.
Hi. This was one of my favourite routes in Dresden. There are some nice views, sleepy villages and landmarks along the route (eg. Babisnauer Pappel). It's pretty long (about 70km), but you can take a shortcut through Luchau if you feel like it.
I would say, most of S roads is a safe choice (especially white and some light yellow on openstreetmap.org, but don't be afraid to turn onto a narrower road, there is a lot to discover. The only roads to avoid are B roads (orange).
If you can't get one at the pharmacy, you could order it at amazon: https://www.amazon.de/Impfausweis-Impfpass-Impfbuch-internationale-Bescheinigung/dp/B08Y61BSCR/ .
