That ability to search and find and filter correct informations is a really important part of the job.
The old saying that “if you’re not paying for something then you’re the product” goes double when it comes to privacy. Even though it might be speculative, people largely believe that free VPNs are just honeypots run by hackers, state actors or the FBI, and so if you’re planning on doing something in a legally grey area with your internet connection I would avoid a free proxy or vpn like the plague. The sheer amount of traffic going through a publicly available vpn would make upkeep so expensive that SOMETHING has to be in it for the owners, and so the odds of such a service being set up by an ethical, privacy-oriented citizen who isn’t accepting payment are pretty much nil.
Spring for a real service, they’re like $5 a month. I use Mullvad with no real complaints, although I wish that their port forwarding was a little less complicated.

My recommendation for beginners is usually Linux mint. It's leagues ahead of Kali in stability and day to day usage. With Kali it's not uncommon to break the system with installing software or changing some configs, so I recommend using it on a one-time basis.
As for using Kali. Virtual box is not needed for a live usb system. This is a good resource to get started.
Yes, these tools can be useful. But like with everything else in Ethical Hacking, it just depends on how you use them. If you install Kali linux, from https://www.kali.org you can choose to download an .OVA file instead of a .ISO, the difference being that the OVA is a pre-packaged build with settings, where as an ISO you must do the install from scratch. Very useful if you are using VMWare or VirtualBox because they have versions specifically for those. The tools in that video, and many more are available in Kali and the website has the docs you may need for assistance. Check out The Cyber Mentor as well.

you downloaded it from here? i used the very top one (installer). once it downloaded, i moved it to the "virtualbox vms" folder. set it up using 2gb ram and 20gb storage (just in case). once that is set up i opened the virtual machine where it prompted me for a boot file. i used the iso file and i was able to set up the actual kali OS.

Mostly personal preference, ProtonVPN is very open about their encryption/storage methods as well as any ties to marketing companies they may have (which is none). Plus the fact that they’re based in Switzerland is a nice plus considering the Swiss have some pretty intense privacy laws. I think it’s a little bit cheaper than NordVPN too.
But like I said it really isn’t that big of a difference and can ultimately come down to personal preference. I’ve heard some great things about NordVPN as well so it’s certainly a viable option.
Honestly, I would recommend Practical Packet Analysis. The first chapter of the book gives a breakdown of core networking topics, but then the rest of the book has you analyzing network traffic. You end up learning a lot about the various protocols and how to get answers from raw networking data. I personally feel like this was really the book that made networking make sense.
Plus, if you go into any blue team role, you might end up staring down a TCP dump in Wireshark.
I use this one for college/programming and kali linux when I'm not at the house as well as for some light gaming. For upgrades you have an extra m.2 slot and an extra ram slot that are easy to access. So far haven't had any issues running mint or kali on it. It's not the smallest laptop, but it's not exceptionally heavy to me though that might be a bit subjective.
edit: Missed the "best" in your title and should clarify I'm not calling this the best, just what I've been happy using and looks within your budget.

first of all I would check the apartment for raspberry pi's or other spying devices. (dont forget to check for hidden camera's) After I would change all the passwords of the accounts I still had acces to and generate new passwords using a password manager (I recommend KeePass). after changing all my passwords I would check my phone for any spyware or other suspicous applications. (im paranoid af so I would personally reset my entire phone) I would factory reset my router and change the password. It's probably wise to invest in a router with more security options and built in encryption. Just to be safe I would always use a VPN on my devices so that even if there is still a raspberry pi somewhere it would only get encrypted data. My personal favorite atm is NordVPN but it is paid tho. if you want a free vpn you can get up to 15gb per month for free over at windscribe. protonvpn has a completely free plan but not sure if it has a mobile app. you can get up to 1,5gb of vree vpn when using the free plan at TunnelbearVPN.
