I had the same problem with my ferret… I got a rabbit water bottle that has a small cup on the inside and the water bottle is located on the outside of the cage… no problems since.. We use something like that for our food bowl. Mostly keeps them from tipping it over but they do still dig out the food sometimes. Also we use puppy pads on the bottom of the cage and just replace them regularly.
My elderly ferret did poorly with ramps so I removed all the ramps & replaced them with those stairs for small dogs. They're covered with fake lamb's-wool. As an added bonus they have a plastic frame making ideal hidey holes underneath. It's a little pricey & takes up allot of space, but totally worth it if they'll fit in your cage.

What are you feeding the ferret? Are you leaving the food out to free-feed? Or are you feeding the ferret at certain times of day? Ferrets need to free-feed. Their digestion is a 3 hour process, so they can eat a lot for their size, and over-feeding is rarely a problem.
How long ago did you get him? Ferrets can be very picky when it comes to food - if you changed his diet/brand of food, that could cause him to stop eating. Are you keeping him in a cool area (below 80F)? Ferrets can get heat stroke over 80F and die. Eating raises your body temperature, so they might not want to eat as much if overly hot.
I highly recommend that you buy some Duk Soup https://smile.amazon.com/Pack-Original-Marshall-Supplement-RandStar/dp/B07KQLLBGS/ and feed it to him. If needed, hand-feed him.
If you can, go to the vet. Use Lyft or ask a friend to drive you, if your mom won't. This is potentially a life-threatening emergency.

It works pretty well! They still occasionally feel a little spicy and pop the disc out and dig out the water, but it mostly keeps the water weasel in check

This is the most appropriate cage I've seen.
Zip tie the shelves and doors to the frame. They can both fall and cause injury or death.
Most cage available are not species appropriate. This one is made for ferrets.

You hide food in it and then they get to root around and find it. My youngest ferret was digging food out of the bowl to eat it off the cage floor and this was my solution to get her to stop. It's been a success except for when they eat all the food in the snuffle mat and then she gets angry lol.
For the dig box, I use corn based packing peanuts, the little ball pit balls, and then jingle balls. My oldest ferret likes to root around in it until he makes a little nest and my youngest goes nuts with it. They're out of cage dig box is crinkle paper. Neither of them have any interest in rice or beans for some reason. I'm planning on adding a third level that's just for things like the dig box and snuffle mat for more enrichment for them. I don't have room to expand outwards so I'm going up instead.

What type of litter box are you using? If you're using corner boxes, it might not be enough space for her. I recommend using a high back square pan so she has more room to move without getting herself dirty. This is the one I use with mine because they're picky on where they go. As for it getting stuck to her butt, how is her diet? Are her poops generally normal consistency? Is there something soft she can rub her bum on after doing her business? Ferrets are pretty clean so all those might be factors.
