Generally speaking the actual radio channels are not available to the public. Some agencies may stream audio for the public to listen to. There are some halfway decent apps that do a good job. scanner radio is the one I use when I'm off duty. It has scanner feeds from all over the country.
Something like this?

It's versatile, and I carry mine with me everywhere when off-duty as a "just in case" but also because I use the blade for so many little things during the day.
Here is a knife with a window punch and seat belt cutter. I use it everyday on duty and it hasn't failed me yet.

This shouldn't run you more than 30 bucks.
The frequently bought products are also good.
The idea is that you wash your boots, use the saddle soap, then the seal it with the leather oil. You rub it in till there is no excess and it will preserve your boots. It's a little bit of work and you need to remove the laces, but I think it a worth it if you actually have a good pair of boots that you care about.
Bonus, the leather oil smells like an old tannery which I love.
