You might overwatering. I got a watering bag off Amazon to put around a tiny chock cherry tree, and it more than tripled in size this year. It keeps the soil cool and provides and even source of moisture while your plant is establishing itself. I got the epic 6 cells and am very glad. I like how modular they are and I could just grab the 6 packs as they were ready to pot up, rather than fighting with a big tray. I think they're the better option for most home gardeners. The winstrip would be better for farmers and those planting a whole tray of just one thing. I got these Bootstrap farmer trays and humidity domes to cover and they are great too. Very happy with the purchases!

you could also get some grow lights if you want to keep it somewhere other than a window. i know it’s a bit of an expense but you could try some cheap ones from amazon. these are the ones i use

If you tie the end of the stems together in bunches and hang them upside down in a cool dry space, they’ll dry nicely.

Fills all of your requirements. Don't bother moving the plants around, just plop the seeds under this for 16 hours a day (I have mine on a timer).
FYI, you may be behind on your timing: I started my peppers February 1 and I won't be planting them out until May. Tomatoes are a little faster than that, and eggplants are even slower.

Yes. Invest in one if you really want your seedlings to really thrive now and in the future.
I strictly use Amazon when buying grow lights. You want a light source that you can move easily. Having the light source too far away will make seedlings very leggy, and can mess with germination rates if the desired seed needs light germination. Overall, you want a light source that is right over the seedlings and be able to move it higher as they grow.
Here is an example of the current one I used.
These are much cheaper, uses LEDs, can uses the spectrum colors blue and red. I've had great responses with these. The issue is the smaller cover space and the very bright light intensity. You do not want to stare into the light. Usually have it in a closet or spare room with the plants. It is out of stock, but just overlook the specs, ect.
