Set up a drip system, or have someone take care of them; these guys are super thirsty.
I work weird hours and a similar system saved me a lot of stress once I set it up (it’s taken care of my herb garden while on vacation too).
Check out this free app Flora incognita: https://play.google.com/store/apps/details?id=com.floraincognita.app.floraincognita. It's in German, but with some translation you can use it. With the app you take photos of the plant and it identifys it for you.
If you just want something to mimic smoke, like a cigarette, there are herbal cigarettes they use in movies for actors / actresses that don't smoke, but need to smoke for a role.
Something like this:

I've never used them, I just heard about them when Gene Hackman played a roll in Heartbreakers.
That is smart to stick lights on the sides! Is there any difference sticking them to the side rather than having them hang over the plants?
I was looking at this one, but it looks like it's 2900k warm light, not sure if that's sufficient? https://www.amazon.com/Monios-L-Spectrum-Replacement-Integrated-Hydroponics/dp/B07QCT6Q4T
I'm super stoked to see these things grow! Here is the link to the spice racks: https://www.ikea.com/us/en/p/bekvaem-spice-rack-birch-40070185/ I spray painted them and then got these planters on Amazon: https://www.amazon.com/dp/B085DCQJJ4/ref=cm_sw_r_cp_apa_i_CB5cFbZ13QFG5 I spray painted those with chalk board paint! I got the seed kit from Amazon too. It's fun trying to start an herb garden during quarantine haha.
I actually have 2 of them a harvest slim. here is it on Amazon.
And a bounty basic. The elite is not worth it since the phone app is very sketchy from the research I have done. Also, on Amazon.
There are cheaper brands out there, but from what I can see, this is the easiest brand to use. There are lights to tell you when to add water or food/fertilizer, which they supply when you get the unit. Also, shop around, they are on sale at different places.
If you want more info, look at r/aerogarden. they give great tips on using it.
My basic I have cherry tomatoes growing and in the harvest it basil and lettuce.
Mint is an extremely vigorous plant. If you want to keep it inside, keep it cut to about six inches. Put a water saucer under it. For this size pot I use these.https://www.amazon.com/gp/product/B00ADH737S/ref=ppx_yo_dt_b_search_asin_title?ie=UTF8&psc=1
No matter what you do to this mint to keep it contained it will outgrow it's space. It likes to grow about 2 feet tall and as wide as you'll let it. I have a patch that is about five feet wide right now.
I echo the sentiment about sun or lights. It needs lots.
Wow. That poor plant. Everyone here recommends neem oil. I have never used it. What I have done in the past: 1. Take a papertowel, get it wet with a tiny bit of dish soap, and wipe down the leaves. 2. Put up yellow sticky traps. I have used the below.
That said, if i were you I'd pick off the most diseased leaves and throw them in a sealed trash bag. Make sure to wipe the stem of the plant and leave a few leaves.

For a crude measurement, you could moisten a soil sample with distilled water, squeeze it out and test with something like this: https://www.amazon.com/Industrial-Test-Systems-WaterWorks-480048/dp/B00DIJ7RBK/ref=mp_s_a_1_6?dchild=1&keywords=mercury+test+kit&qid=1627222096&sr=8-6
But to err on the side of caution, it's best to get it tested by a proper lab of course...
I’ve only had them for a month so can’t say how effective they are long term or for mature plants. But a lot of the reviews were positive and you can the other types of plants people use with the lights.

This. Basil thrives during Spring/Summer heat and light. My first Basil ever died from our first, very early freeze. It was already struggling with fungus anyway and I had it in a shaded area (rookie mistake).
So, since I’m impatient, I wanted to start over now and figured I’d start over from seed rather than store bought plant, but that would be a challenge during the winter.
So that’s why I got this grow light to provide the full spectrum light indoors.

Honestly in terms of orientation I don't know if it makes a massive difference, the plants in the middle (furtherst from either light) are doing pretty well though so I don't think it's too bad.
That light looks like it should be fine, but you can probably even go cheaper - these are the ones I got
I have been getting it on Amazon lately, though I don't smoke it. I use a vodka extraction or brew it as a tea depending on what I need it for, and it delivers the results of good quality damiana. It's a legit source, but you'd probably want to separate the stems if you're smoking it.

also very much a beginner here but that pot might also be just a tad big for them? I've seen in some places that too big of a pot can slow growth but definitely read up more on that yourself before coming to any conclusions.
The other thing I can think of is maybe the light is too far away/not strong enough? Considering what you said about the chives reaching for the window despite the presence of the grow light, this *might* be the culprit. I have my plants in a window that gets decent sun until early afternoon PLUS some LED lights installed on the window frame (seen here).
I usually just turn on my lights around 10am-ish anyway and leave them on until bedtime, so roughly 12+ hours on. A friend of mine who does a lot of indoor farming advised giving plants a good 14-18 hours of light per day to simulate ideal summer growing conditions, which I manage to get between regular sunrise-noon from natural sun and then supplemented with the lights.
He also gave me the lowdown on some cheap but effective lights that are easy to install and, though they aren't specifically meant for/marketed towards plant growing, he (and now I) had good results with them.
Best of luck friend!
