I would fill it and then dump it again to get rid of all the surface crap. Then refill and use Ahh-some to clean the plumbing out. Dump water. Then get in there with a good cleaner and just clean the surface until it looks like you could eat off it. Then fill and try to balance the water and sanitize the heck out of it. You might need to do a plumbing cleaning more than once with the gunk in there.

If I read it correctly you added bromine then shock with a capful of bromine? That's not how you shock the tub. I bet if you added an actual shock your bromine levels would be through the roof. That's what activates the bromine. Normally it goes adjust alkalinity. add bromine granuals to initial fill. Shock to activate. Use tablets to maintain. Add shock after use or weekly as needed. Drain and refill every three months.

Water balancing can be a little bit of a learning curve. You can google around for hot tub water balancing and find plenty of guides. I just don't recommend the test strips for pH, etc, at all really. I do recommend picking up a digital pH meter like this one and a Taylor test kit like this one.
I also have a preference for bromine over chlorine for my sanitizer, since it's more stable over time, works in a wider pH range, and ultimately requires less maintenance.

But the RV filter is just super easy, cheap, and does an awesome job. Just have to make sure every time you use it you let the first 5 gallons or so go on the ground, as it likes to burp activated charcoal.

Be sure to clean all AhhSome Gunk produced by the tub immediately after turning off the jets. DO NOT GIVE the biofilm a chance to dry on your shell - it is an extremely sticky substance which is a HUGE pita to remove if you don't scoop it off with a paper towel immediately after purging.
Never heard of "Fast Gloss" or anyone using it on the shell of their tub, don't see how much benefit there is to using the product but it shouldn't hurt anything using it.
If you are using a filter cleaner and soaking your filters, be sure to extensively flush the filter with fresh clean water MANY times before inserting back into the tub. Even if you think the filter is clean, keep flushing - you don't want to bring all those soapy suds from the filter cleaner solution into your hottub.
For vinyl covers, most pros prefer 303 Aerospace Protectant which seems to work better than other hottub cover "conditioner" products. Otherwise, I bought a aptx low latency bluetooth transmitter, hooked that up to my TV in the same room and connected a waterproof aptx low latency bluetooth speaker. Basically, the problem is that you want a speaker close to your ears in order to hear it over the jets, but you also want to avoid the lip sync issues you'll have with normal bluetooth. So you need something that supports "aptx low latency." And the Denon speaker was literally the only one available that I could find that was also waterproof.

Super low-tech solutions that I found work great, for large debris, a handheld pool skimmer. For small pieces of leaves, grass, etc this style of squirt gun. Super easy to just reach in with it and suck up the debris and squirt them into the yard
Try jamming a bunch of Magic Lube or equivalent around the base with valve open, then work it in and out with a twist a few times. Sometimes that’ll do the trick.

I also got some shock and do that about once a week. My water is looking much cleaner now for sure. Also on the filter yea, wash off the lotions before you get in. They'll make it sudsy. And cleaning your filter will make a HUGE difference with the foam. Get something with pressure and wash down the pleats to force out crap. Then wash up the pleats. It makes a big difference in your water quality. You can also get like, ahhsome to really clean out the plumbing. I've yet to do that but after dumping in some of the water clearing chemicals and running the pumps a ton of gunk collected on the sides for me to wipe away and presumably much more was caught by the filter.
well there ya go. your sanitizing agent is the most important element in the water to keep things clean. you gotta get that up to reasonable levels. what chlorine can't break down is lotion and oil, though - there are enzymes that are supposed to help with that but really what you are supposed to do is be CLEAN before getting into the water. I mean think about it, you are basically recycling bath water. Can you imagine what your tub water would look like if you and your partner got in and out of it for a week?
Part of the responsibilities of owning a spa is learning how to maintain it. I'd highly suggest NOT grabbing random info from the internet - I've found there's a ton of confident idiots sharing bad information. This book is decent primer. This website has some decent info.

Is it an older tub? The bearings on the pumps may be dieing and that can be extremely loud. I had a tub with a dieing motor that made a deep thrumming. That being said they generally all make some amount of noise. Here's some options.

I occasionally have this problem as well in a non-salt hot tub. As I got better at balancing the water, I realized I needed to be very particular about a few things:
Note: Leave the cover off as much as possible during those steps.
If you end up using the hot tub 1-2 times per week, then you'll want to shock the water every 2 weeks. If you use it less, then shock it less. If you use it more, shock once every week. I actually alternate between chlorine shock and a non-chlorine shock called Renew. Renew is where the magic comes in, because it oxidizes the water, reduces cloudiness/haziness, removes organic contaminants from lotions/soaps, and reduces chloramines. That last benefit is prob the most important!
Adding Renew and the enzyme on a regular basis (every 2-3 weeks at least) can make a huge difference. I'm pretty sure that's what solved the occasional foam for me.
Ok, I will get a Taylor test kit and start from there. Does this kit show me everything I need? Looks like maybe it is missing the hardness? I have the test strips but it sounds like those aren't as accurate.
Yep, you're probably missing the Metal Gon step. You should be adding an entire bottle at fill-up prior to adding any chemicals. I let mine sit overnight, then add other chemicals the next morning.

The pump is going to get the water out of your tub MUCH much faster. With a basic $40 pump from Amazon I can completely empty my tub in like 30 minutes? Yes, you can just drain it into the yard. This is the exact model I bought.
The shop vac is going to help you get out the water that's left from pumping much faster. I bought a small (2.5 gallon) shop vac for like $40 that I keep in a clear plastic tub with the pool pump. Only use it for hot tub water, and take out the dust filter.
Without the shop vac, you pretty much have to use cups to scoop the water out. If you are using jet cleaner, you need to get all the water out of the tub. I did two total changeouts without the shop vac before I finally bought one. It helped a LOT.
I'd cut it at the joint between the two manifolds, then I'd attempt to bore out the pipe with a bit like this:

Congrats! I inherited a Hot Springs Grandee with house purchase last year in Maryland. Didn't use any filter on the hose for the initial fill, and the calcium levels came out very high. When that happens, the directions encourage buying the official "Vanishing Act" calcium remover, which is expensive and for larger tubs can require two. On the first drain and refill, I attached this to the end of the hose (just before the water exits into the tub) and it seemed to work better for much less $$. All the measurables (ph, alk, calcium, etc..) directly after the fill were within the correct range, and I was able to go straight to adding salt and then shocking.

Having the same ever since I changed the water the first time. I believe it's calcium. I thought it might have been from the phosphate remover I put in, but not sure. I have a Hot Springs Vanguard with saltwater. I draied the water after two months to see if that would remove it all and then after refilling - poof a bunch of it blew out of the lines. It hasn't been as bad since, but weird that it was never an issue on the first fill and I religiously maintain the ph, etc. I'm thinking about trying Spaguard Descaler. Spa Guard Descaler but hate dumping stuff in the water cause it usually just ends up causing other issues.

We use this system for our RV and it works great.
We are on year 3 of our Coleman inflatable hot tub. I'm fairly certain we got the 4 person, which is really made for 2 as the tub itself is around 5 feet across. As others said, be very careful on a balcony. The tub, water and yourselves is going to be a lot of added weight. If you can get it installed on the ground, you are much better off. You don't have to worry about the heat. I keep mine inflated enough that I can sit on the edge without it flexing much and it hasn't had any issues with the 100F days we've been having.
As for maintenance, I treat mine like a real hot tub. The water outlet has a small area for Bromine tablets. I use chlorine shock every other week. We use the tub 3-4 times a week and it keeps very clean. PH decreaser is a must as well. I change the water once half way through the season and it stays very clean. Changing the water once a week is wasteful and expensive (to reheat). This year I purchased this vacuum from Amazon. It's been a game changer for cleaning up any dirt or pine needles that get in my tub, and it adds fresh water as you vacuum.
As for cost, I have solar panels so I cannot say. We keep the tub at 95-97F and when we want to use it we bring it up to 104 hours prior. Generally these 120 volt tubs heat 2 degrees per hour. The reason we don't keep it at 100+ all the time is so we can cool down if we are working outside.
The tub does cool down fast due to the fact that 120v hot tubs cannot run the bubbles and heater at the same time. The last time we used it it started at 102 and in 20 minutes it dropped to 99F with 75-80F air temps. Eventually I will upgrade to a 4 or 6 person hard tub, but for now, this is perfect for the $350 I spent on it.

With "dichlor then bleach" you're only using dichlor for a short period after a fresh fill to get the CYA level up to around 30, then a small booster dose about once a month to maintain CYA at 30. Based on how much I've gone through so far, a 2lb container will probably last me 5 to 6 fills, a couple years. Luckily dichlor is shelf stable for a really long time.

I use SeaKlear Spa System Flush every other water change. The first time you use it it’ll look like a foamy septic mess but it works very well.
I use borates every fill, only have to do it once. They do help me maintain a stable ph, mine runs high but with the borates I almost never put a pH chemical in until the next fill. For the first time ever my ph went down on its own and I had to raise it like you. Surprised me but we hadn't used it / aired her out in a month. I'm a big fan of borates, they give the water a bit thicker, more luxurious feel.. Nice fine white bubbles that dissipate so smooth. I do 50-75 ppm w borate test strips. We have one of these and a different style also. Some great things, we keep them right in the spa 24/7. The 2 we have now have been in the tub over a year and are still in perfect shape. Once they start breaking down we’ll replace them. Also the one I linked works great as a booster seat. Great for vertically challenged people or I’m 6’ and I sit on it to get the jets hitting me in a different spot.
I always hear about people not get a lounger in their tub because they float out in a wet test. We got the hot tip about weighted spa pillows and everyone loves our lounger. If someone is really floaty, we put one in the lap and one on their ankles. In the winter when it’s really cold I even lay one on my chest to help keep me warm.

It's biofilm/scum like others have mentioned. I would recommend take a shower before using the hot tub. I would also recommend the use of a non-chlorine shock (oxidizer) and Zorbie to help with eliminating the scum.

I did just flush the system. I used this and let it sit for about 4 hours, then emptied out all of the water. Filled it up the next day.
My city does have fairly hard water. I tested the water though and the levels of TA and pH were in the correct zone on the scale. So I'm not too sure why my hot tub is so high.

I think I'll just keep adding more pH down to see if that fixes anything. I'm very new to this... I wouldn't have bought a hot tub on my own so this is an interesting project.
Everyone in this Reddit swears by the Taylor test kit. I did go with it due to time, cost, and I’m partly colorblind. I wanted a digital readout. There is a Taylor test kit that is digital, but then that is more expensive. I found the below tester that is about $50. 50 test strips are $10. You dip the test strip, but it over the reader, then it gives you chlorine/bromine, pH, and alkalinity. This is really all that I need.
When I do an initial fill, I usually take a sample to the local pool/hot tub store for a formal run to make sure my hardness is OK. Otherwise, this has worked well for me.
For the other chemicals, I use pH up, pH down, chlorine granules, shock (either enhanced shock or non-chlorinated shock (I’m still figuring out what I like best), an enzyme, metal gone, and phos remover. I use the metal gone about weekly. Phos a weeks after a water change then periodically. Enzyme weekly.

The two blue things unscrew. They're some kind of riser for the filters. I've started buying slightly taller filters and don't use them any more.

You probably want to change the filters every other refill, or use one of those filter cleaner products. They get pretty gross after a while.
Once the blue things are out, you put the hose end into one of the holes to refill. The idea is that there won't be any air in the internals if you do this.
A couple of things I've learned, because you should be changing the water every couple of months. First, I find it a real pain to have to remove the panel that allows access to the drain, and it drains extremely slowly. I had a pool cover sump pump, and I just toss that in to drain. It's easier and faster, although it does leave some water in the internals.
Another thing is that if you have metal in your water, you'll want to use a product like metal gon or the water will discolor as soon as you add bromine or chlorine.

Once i started following the "troublefreepool" method, i no longer actively test TA, just PH and chlorine. I got a digital PH meter and once a week or so I just check the PH before turning on the jets and PH after 20 minutes of jets on. I try for 7.2-7.3 prior to jets on and either add alkalinity or PH down to get there. Then i turn the jets on and if the PH doesn't go over 7.5 by the end i add some alkalinity, if it goes over 7.8 i add some PH down. Other than watching free and total chlorine i don't really have to do anything else.

I went down this road (see item below) to prevent chlorine spikes and dips. Works great. It comes with a handy flow chart too, it will help in telling you the needed flow rate depending on total water volume that needs treatment. Load with concentrated chlorine pucks and bang, your off to the races, or soak as it were.
This is the one that worked for me. I’m fairly sure it’d be the same for you. It can be found a little cheaper off Amazon too but I went with them in case it didn’t work so it’d be easy to return it.
Holy sh_t can I appreciate a post of a couple filters fully fitting well in a container. I literally took my filters on a field trip to The Container Store to find the perfect trashcan so I wouldn't dilute my $20 filter cleaner to nothin. I was like f_ckin Goldilocks wandering around with a couple hot tub filters...
I had that exact same problem. It would just float off, especially when the filter would shut off due to the tub going over the temp limit of 3* over target (in the summer months, etc.), which stopped the water flow pulling it down.
The part just sort of wore out a bit perhaps over time (tub is 3 years old). I bought a replacement and it’s all good now.
