This is going to be implemented in some way for sure. I am not sure if you checked out the blog post referencing these things. Definitely check it out. It basically allows you to build behavior from states, either newly defined or already built in. So you can have many different types of NPC's and be able to assign states to them. Either way, your suggestion is great, because building quests can be definitely done easier if we have something built in to help us do it.
