Since you would like the users to not use their personal Apple IDs, I think the best course of action would be to purchase the app license via VPP and then to deploy them via the admin console.
That should solve the issue.

All devices enrolled in a device/endpoint management solution is a managed device, as it is, on some degree, being managed by the organization. But MDMs are not all-powerful, contrary to popular belief. There are only so many things that can be ’managed’ by the device admin. However, supervision unlocks extra features intended for corporate-owned devices. It is, as such advisable to not supervise BYOD devices. This means that when a device is supervised, it gives the admin much more control over the device making it more secure and adhering to the corporate policies better.
Supervision is a feasible option only in brand new or fully erased devices, which also means, it has to be a company-owned device.
