Just went outside to look at my latches. I would rather not drill through the handles.
Maybe putting a paddle-lock latch vertically covering the handle. Because all you need is to prevent the hand from being pulled out. Could even get ones with built in locks see link below. Might have to use rivets instead of screws so you can get the extra length from the latch not folding over itself.

I have a white Sambar with a black bar painted on the bottom. Wanted to do the second stripe like the AE86 in Initial D. I decided against it as I like how it is.
Not easy on these types of engines, but feeling the radiator input and output hoses can help tell if any coolant is running through. As another commenter said, the thermostat might be stuck closed.
Be careful, they can be hot though. A cheap infrared thermometer is great for something like this.

Do you like raindrops falling on your head? Because that's how you get raindrops falling on your head. For small spots like that I would use a dremel tool & wire brush to remove the dusty bits and then use a rust converter, and then the appropriate model year white. You're not going to get a show car finish but that's not a very noticeable area and rust like that could be holes in a year or two. While your at it (and you have the remaining rust converter) take a good look around the wheel wells.
