Don't know if this is the same as the issue I had, but if it is, I solved it by dropping this into the game's directory (the same folder as the MBTL.exe). https://nuget.info/packages/Microsoft.XAudio2.Redist/1.2.6 Extract the x64 .dll from build\native\release\x64 and rename it to xaudio2_9.
If that doesn't work, try running the game in Japanese app locale. You can use something like Locale Emulator to do this. https://xupefei.github.io/Locale-Emulator/ This'll (hopefully) change the garbled text from that error message into Japanese. If it does, then repost the message in the thread.
