Unplug the Rift and Sensors, download USBDeview from HERE , run it and remove all the inactive USB drivers.
Start over from scratch. I had this problem when I first installed my Rift, and even though it's showing as a HDMI issue, this sorted my problem. I was desperate, I would try anything at the time.
Even if it doesn't work, at least you'll have cleaned out all your unused USB crap.

On my laptop I don't have a displayport or mini displayport only have hdmi port

Why don't you use a VPN? I've bought games on the Oculus store in different currencies by using a VPN before and I have definitely had Euro prices come up. Obviously I didn't buy anything in Euro but it shouldn't be a problem. Just install something like TunnelBear run your browser, log in, buy the game and use your voucher.....
